State and Local Training Coordinator Mexico City, Mexico Issuance Date: 08/28/2012 Closing Date: 09/28/2012 SOLICITATION NUMBER: PSC-12-070-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT & RESPONSIBILITIES OF THE CONTRACTOR: Under the International Narcotics Control Program, the Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), has bilateral narcotics control projects with the Government of Mexico (GOM). These projects are administered by the Narcotics Affairs Section (NAS) of the U.S. Embassy in Mexico City. The NAS administers bilateral Counter Narcotics (CN) projects in Mexico with funding appropriated by Congress under the Merida Initiative and subsequent INL funding for Mexico. The personal services contractor will assist in coordinating, with the NAS State and Local Coordinator based in Mexico City, on the development and implementation of basic and advanced training programs that improve the capacity of Mexican state and municipal security forces to respond to the threat of drug trafficking organizations and organized crime. Purpose: The purpose of this Personal Services Contract (PSC) is to develop and implement basic and advanced training programs that improve the capacity of Mexican state and municipal security forces to respond to the threat of organized crime. The Coordinator is responsible for program management services including designing, developing, planning, implementing, monitoring, budgeting, and evaluating NAS Mexico City State and Local training projects with a combined budget of more than $40 million annually. In this capacity, the Coordinator provides advisory services on wide-ranging policy and technical law enforcement matters relative to U.S. contributions and participation in police development programs and civilian police operations under the Merida Initiative. Relationship: The State and Local Training Coordinator will serve under the direction of the Capacity Building Team Leader and Justice Sector Program Officer in Mexico City, Mexico and will coordinate with all employees under Chief of Mission authority with assigned Law Enforcement Enhancement duties to ensure oversight and non-duplicative efforts in the mission at the State and Local levels. Duties and Responsibilities: 1. Assess: Participate in the continual analysis and evaluation of Mexican Law Enforcement institutions to include assessments of the organizational and operational capacities of the various elements of the Mexican state Directorates of Public Security, and their working relationships with the Public Ministry and the Judiciary. These assessments will cover the state police, major municipal police forces, and other public security forces. They will include equipment, leadership, training, outreach to civil society, mobility, communications, and operational effectiveness. Receive and analyze reports of State Police Academies and State Public Security Forces working with NAS-supported projects and advise the NAS Director on policies to follow to increase efficiency and productivity of State Police Academies and State Public Security Forces. 2. Advise: Provide advice and assistance to State and Municipal Security Director(s) and the State and Regional Police Academy (s) in improving operations, investigations, police administration and resource management, internal discipline procedures, and overall efforts at modernizing. Provide technical assistance to the Director of the State Public Security and other senior host country law enforcement officials to develop a long-term strategy for modernization of the police and for integrating modern information technology systems and strengthening the State Public Security entities as a civilian law enforcement organization. 3. Maintain Political Liaison: Generate support for and actively advance U.S. policy objectives with key host government officials. Coordinate with U.S. Department of Justice and Law Enforcement Agencies represented at post, as well as with the U.S. Agency for International Development, to coordinate activities to ensure a coherent approach to criminal justice sector assistance in international criminal justice programs, taking the lead in the development of the overall strategy and the resources to implement the plan to support any of the thirty-two Mexican states. 4. Program Planning, Development, and Execution: Plan and develop training programs in accordance with US Embassy and US State Department goals and objectives, then undertake their implementation, while monitoring and reporting on significant developments; evaluate program results, as necessary make mid-course adjustments and when complete closeout programs. Establish and prepare programs of specialized basic and advanced training courses to develop the capacity of state and municipal security forces in basic policing and advanced investigative techniques. The courses should include techniques for developing patrol strategies driven by the program's philosophy and crime statistics. Courses should include standardized police training in ethics, professionalism, human rights, and community policing. Provide technical assistance to the Director(s) of State Security and State and Regional Training Academy (s) to modernize and improve state and local standardized training courses for state and local public security force personnel insuring that they are approved and certified by the National Secretariat for Public Security (SNSP). Develop courses specifically designed for all levels of supervisors, officers, and cadets. Assist the states training academies in the areas of curriculum development and instructor training in order to improve both internal entry-level and in-service education programs. 5. Program, Contracting, and Budget Planning: Provide strategic planning and process development on all phases of project execution from development through implementation, including planning, scheduling, budgeting, monitoring, and coordination. Obtain Contracting Officers Representative (COR) certification within six months of beginning work at post. Certification of State Department COR will be achieved by either resident or online training with Foreign Service Institute (FSI). Identify logistical support requirements; provide advice and assistance in preparation of documentation for procurement of technical services, training, and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, delivery, and acceptance of items procured to support the NAS Mexico City State and Local Training program. Develops budget plans for the NAS Mexico City State and Local program, ensuring that projects accord with policies and objectives of the administration's strategy. Negotiates with host government officials' projects to support U.S., host country counternarcotics, and counter organized crime objectives. 6. Integration of Complimentary Programs: Work with other U.S. and Mexican institutions and agencies to ensure the full integration of training and development efforts with parallel efforts to create new internal control systems, civil society outreach, demand reduction, rule of law, and culture of lawfulness. 7. End Use Monitoring: Ensure USG provided commodities are effectively utilized and no fraud, waste or mismanagement in the program through continuous oversight and end use monitoring at all training sites. 8. Working and Supervisory Responsibilities: Manage large-scale contracts put in place to achieve program objectives. Supervise other contractors funded under the program, as well as Eligible Family Member Training Specialist and/or FSN Training Assistants, FSN administrative assistants and budget analysts assigned to the State and Local training program. 9. Briefings and Reporting: Prepares, coordinates, and assures the timely issuance of both one-time and periodic reports on the state and municipal training program to include the impact of legislation and the political environment on state and local force development. Prepares periodic status reports, budget reports, and program reviews. Tracks progress of training in achieving larger Merida Initiative goals. Assist in escorting and arranging appropriate itineraries for official travelers. Briefs Department, Congressional, Staff Delegations and other selected international dignitaries on the U.S. and host government narcotics control and related criminal justice programs as they pertain to State and Local Merida Initiatives. Attend Embassy law enforcement meetings, brief the Director of NAS Mexico City or other appropriate Country Team members, and report on major issues, including the status of police training reform, police-community relations, violent crime reduction, and other rule of law efforts. 10. Security of Training Teams and Personnel: Advises the NAS Director and the Regional Security Officer on matters related to personnel and physical security at all training locations and personnel operating in support of the NAS Mexico City State & Local Program. Coordinates with other embassy elements and host country agencies to assess threat levels at training sites, develops threat reduction measures and implements appropriate security plans to protect personnel and equipment. In coordination with the Regional Security Officer, prepare and update security instructions, operational plans, and procedures for incoming trainers. Conduct site surveys and develop site emergency evacuation plans based on threat assessments for training areas and ensure all official personnel in the area of training are aware of such instructions, plans, and procedures. Maintains points of contact GOM police, military units and local authorities in training areas to assist in the development of security plans and developing threat assessments. Minimum Requirements: a. Citizenship: U.S. citizen, able to obtain/maintain a Department of State (DOS) Secret security and medical clearance. b. Education: Bachelor's Degree in Law, Criminal Justice or related field c. Language: Spanish Language capability at or above the 3/3 level. Will routinely work in a Spanish language only environment. d. Excellent oral and written English communication skills. e. Computer Skills: Proficient in Microsoft Office. f. Program experience: Two years of accomplished designing and implementing law enforcement programs abroad, including work coordinating among U.S. government agencies, foreign government agencies, military units, international organizations, and/or the private sector. g. Work Experience: Five years of demonstrated experience in the area of law or law enforcement operations. Two of the five years in the area of program management. h. Location: Proven record of accomplishment of implementing law enforcement programs in Latin or Central America. i. Specialized Experience: Two years of demonstrated program experience working in law enforcement capacity building abroad. j. Management Experience: Two years of demonstrated experience managing law enforcement, projects, ensuring sustainability of projects through provision of appropriate training and maintenance, and displayed ability to integrate competing needs of U.S. law enforcement, development, and security agencies. k. Must pass a physical exam demonstrating the ability to work in Mexico City (elev. 7400 ft) and be able to travel throughout Mexico including danger zone areas. l. Ability to complete the FSI Contracting Officer's Representative (COR) course within the first 90 days of assignment successfully. Preferred Knowledge and Skills: • Utilize U.S. law enforcement experience and knowledge in such area as analysis and program evaluation in all areas of municipal, state, and federal law enforcement. • Superior negotiation, interpersonal and managerial skills. • Demonstrated experience writing training plans, Statements of Works (SOWs), standard operating procedures (SOP) and detailed instructions. Required to draft Mission Performance Plan (MPP) inputs, and Memorandums of Understanding (MOUs). Will speak publicly, prepare, and provide briefings in both English and Spanish. Evaluation Criteria: Factor 1: (Program Experience: 30 points) Offeror's demonstrated program management experience in designing and implementing law enforcement capacity building training programs. Factor 2: (Work Experience: 20 points) Offeror's demonstrated professional experience in law enforcement operations, management, and/or training. Factor 3: (Management Experience: 20 points) Offeror's demonstrated experience in managing law enforcement officials, ensuring sustainability of projects through provision of appropriate training and maintenance. Displayed ability to integrate competing needs of U.S. law enforcement, development, and security agencies. Factor 4: (Diplomatic/Communications Experience: 10 points) Offeror's demonstrated diplomatic experience in coordinating with U.S. government agencies, foreign government agencies, military units, international organizations, and/or the private sector. Demonstrated superior negotiation, communication, and interpersonal skills, in culturally sensitive situations. Factor 5 (Knowledge Specialized Experience and Abilities: 10 points) Offeror's demonstrated experience working in law-enforcement capacity building, preferably in Central or Latin American countries, with NGOs or the U.S. Government. Factor 6: (Past Performance: 10 points) Evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
