- ADDENDUM TO RFI-AFSOC 12-0001 This is a Request for Information (RFI) ONLY from Headquarters Air Force Special Operations Command (HQ AFSOC) at Hurlburt Field, FL. THERE IS NO SOLICITATION. Interested firms shall not send proposals in response to this notice. This notice shall not be construed as a commitment by the Government to issue a solicitation nor does it restrict the Government to a particular acquisition approach. I. Background: The Functional Solution Analysis phase of the CBA produces a list of potential solutions that are defined by the DOTMLPF-P framework. The final analysis reviews the information derived during the CBA and provides AFSOC senior leadership with the pedigree of information and approach or approaches that best address the Command's capability gaps. RFI-AFSOC 12-0001, released 8 Aug 12, started the solution gathering phase of the FSA and specified solution submittals via SIPRNET. II. Prioritized Gap List (PGL): As specified in the base RFI, the PGL is the product of the CBA and contains the Command's most important capability gaps. Each PGL entry includes a description of the gap, background information, major components, and their attendant measures of merit. It is a classified document and is currently hosted in electronic form on the SIPRNET. Due to a lack of SIPRNET access to some potential solution providers, we have identified a requirement for an alternate method to produce a list of AFSOC's Areas of Interest (AOI), marked as UNCLASSIFIED/FOUO that is releasable to vetted solution providers. Details are provided below. III. Submission Guidance: A. This addendum also initiates a two-step process between the government and interested solution providers for access through SIPRNET (classified) or NIPRNET (unclassified). B. Step 1: Interested solution providers will submit the following information to the government: 1. For access to AFSOC's PGL (SIPRNET): Providers will submit an unclassified Notice of Interest (NOI). The NOI shall include a brief (limited to 10 pages in PDF format) Vendor Capability Statement to include the following: a. Core Competencies b. Key Personnel c. Security POC d. Company and Government Entity (CAGE) Code e. Cleared Company Representatives (limit to five personnel) requiring access to the classified PGL: 1) First Name 2) Last Name 3) SSAN (Needed to verify security clearances) 4) SIPRNET Email Address 5) Telephone Number 2. For access to AFSOC's AOI (NIPRNET): Providers will submit an unclassified NOI. The NOI shall include a brief (limited to 10 pages in PDF format) Vendor Capability Statement to include the following: a. Core Competencies b. Key Personnel c. Security POC d. Cleared Company Representatives (limit to five personnel) requiring access to AFSOC's AOI 1) First Name 2) Last Name 3) Unclassified Email Address 4) Telephone Number 3. For either access path (SIPRNET or NIPRNET), providers will also answer the following questions to allow AFSOC to determine the degree of foreign involvement in the provider's company and compliance with handling guidance for information marked as UNCLASSIFIED/FOUO: a. Is the company US owned and US operated? b. Is the company US owned but foreign controlled? c. Is the company US owned but foreign affiliated? d. Is the company foreign owned and foreign affiliated? e. Is the company a US subsidiary of a foreign company? PRIVACY ACT STATEMENT: This page may contain Privacy Act Information. The Privacy Act, 5 U.S.C. 552a, requires that federal agencies inform individuals, at the time information is solicited from them. Failure to provide PII may limit the efficient performance of ADNI-CIO administrative/management responsibilities. C. Step 2: Following a review of the NOI, the Government will provide a response to the solution provider in either case (SIPRNET or NIPRNET): 1. Grant access to the classified PGL via SIPRNET or deny access with rationale. Denial of access will be based on the government's assessment of a company's core competencies compared to the needs of the government as described in the capability gap list and the degree of foreign involvement in the company. 2. Grant access to the UNCLASSIFIED/FOUO AOI via NIPRNET or deny access with rationale. As above, denial of access will be based on the government's assessment of a company's core competencies compared to the needs of the government as described in the capability gap list and the degree of foreign involvement in the company. D. The Government will provide a solution template to be used to document solution submittals. A separate template should be used for each solution submittal and all submittals should be related to one or more of the items on the PGL/AOI. Submitters will use the AFSOC.SPW.org@afsoc.af.smil.mil workflow address for PGL items or the AFSOC.SPW.org@hurlburt.af.mil workflow address for AOI items. E. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government. F. NOTICE OF INTEREST (NOI) DUE DATE AND TIME: This RFI will remain open through 26 October 2012, or until amended or superseded. Any submissions after 26 October 12 will be accepted but may not be evaluated until the next planning cycle. The RFI may be reissued and/or amended periodically, as needed. A NOI may be submitted at any time during the open period. Submit notices to the appropriate AFSOC Solutions Portal (see below).
