Description
Notice of Sole Source Solicitation for Bloomberg Terminals The Office of the Comptroller of the Currency (OCC) hereby provides notice, pursuant to FAR Part 12, of its intent to negotiate and award a sole-source, firm fixed price contract or purchase order to Bloomberg Finance, L.P., 731 Lexington Ave., New York, NY 10022-1331, for Bloomberg Terminal and Application licenses. Funding will be less than $1 million. The contract is expected to be awarded under FAR 12.603. The period of performance shall be from 10/01/2012 thru 09/30/2013. A Justification and Approval for Other Than Full and Open Competition has been prepared. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is OCC-13-HQ-Q-0005 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The associated North American Industrial Classification System (NAICS) code for this procurement is 523999 with a small business size standard of $7.0 million. The Bloomberg Terminal and Application licenses provide current and historical financial market data and analysis tools that the OCC staff use in their analysis of the banks, federal savings associations (FSA), financial markets, credit, mortgage markets, investments, news and other financial data. The terminal and applications are available to designated OCC staff. In particular, OCC relies on the Bloomberg Terminal and Applications to obtain data on evaluating banks and FSAs investment portfolios, securities, ratings, structure, underwriting, covenants, collateral, performance, valuations, and historical trends. The OCC is seeking to acquire the following Bloomberg Terminal Licenses: six (6) terminals for Large Bank Supervision; one (1) terminal and three (3) laptop anywhere for Chief National Bank Examiner; two (2) terminal for Economics; and, three (3) terminal and eight laptop anywhere licenses for Midsize and Community Bank Supervision. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offers must include with their submission a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items. The clause at 52.212-4. Contract Terms and Conditions - Commercial Items, applies to this acquisition. And lastly, the clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition, and is attached hereto as Appendix A. The applicable provisions and clauses may be viewed at http://www.arnet.gov/far. Offers are due by September 14, 2012, 4:30 PM EST. Written responses via electronic transmission to Luke J. Written offers may also be sent to the Office of the Comptroller of the Currency, Acquisition Management Division, 250 E St., SW, Washington, D.C. 20219, Attn: Luke J. Widich. All hand-carried and courier-delivered quotes must be taken to the OCC loading dock at the East end of the building at 250E Street, SW, Washington, D.C. The security guard will request identification and provide additional instructions and directions to the Mail and Messenger Unit window. Interested parties may identify their interest and capability including license agreement to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. All responsible sources may submit an offer; however, only services meeting OCC's requirements may be considered for future award. OCC will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government may determine that a solicitation will be issued. Any prospective contractor must be registered in the Central Contractor Registration section for the System for Award Management (SAM) in order to be eligible for award. Information concerning CCR registered requirements may be viewed via the Internet at http://www.sam.gov. No documents submitted will be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Luke.Widich@occ.treas.gov. The capability documentation should include general information and technical background describing in detail the prospective vendor's capabilities and experience that will demonstrate the ability to support these requirements. Questions about this notice of intent and submissions from interested firms shall be submitted no later than September 14, 2012, at 4:30 PM EST, via email to Luke.Widich@occ.treas.gov. Late submissions will not be considered. All future information regarding this solicitation, including amendments, will be distributed solely through Federal Business Opportunities website at www.fbo.gov.
