- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number N00189-12-R-Z125 is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (05-60). This acquisition is solicited through full and open competition. The NAICS code is 323117. The PSC code is T013. REQUIREMENT: The Chief of Naval Operations (CNO) requires the writing, editing, designing and typesetting of a book on How We Fight . The objective of this effort is to develop a professional publication that communicates information consistent with the message of the Navy. See the attached Statement of Work (SOW) and Appendix A to the SOW for the details of this requirement. The contract line item number and items, quantities and units of measure are: CLIN 0001 How We Fight Book, Qty: 1, Unit: Lot, FFP This CLIN includes the final deliverables identified in the SOW for the Base Year CLIN 0002 OPT I: How We Fight Updated Book, Qty: 1, Unit: Lot, FFP This CLIN includes the revised final deliverables identified in the SOW for Option I CLIN 0003 OPT II: How We Fight Updated Book, Qty: 1, Unit: Lot, FFP This CLIN includes the revised final deliverables identified in the SOW for Option II Services will be inspected and accepted at Destination by the Government. Estimated Period of Performance is 09 October 2012 through 08 October 2013, with two one year options. SUBMISSION OF QUOTES: Initial proposals and any modifications thereto are to be submitted to the Contracting Officer on or before 11 September 2012 at 10:00 AM. Faxes, e-mails, and/or responses through NECO or any method other than Hard Copy format of the proposal are not acceptable. Proposals shall be submitted to: NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office 700 Robbins Avenue Bldg 2B Philadelphia, PA 19118 ATTN: Danielle Oberdick, Code 280.1C Proposals must be received at the above location on or before 11 September 2012 at 10:00 AM EST. Offerors are encouraged to send the Past Performance section of their proposal prior to 11 September 2012 via email to danielle.oberdick@navy.mil. Any Past Performance provided electronically shall be included into the Hard Copy proposal submitted on or before 11 September 2012. Offerors shall submit their proposals in two separate volumes as follows: Volume I - Non-price Proposal - Original and 3 copies This volume shall address Past Performance and Performance Approach and include all information required for proposal evaluation. This volume of the proposal shall exclude any reference to the price. Each page of each copy should include the following legend: Source Selection Information - See FAR 2.101 and 3.104 Volume II - Price Proposal - Original This volume shall include a complete and detailed price breakdown with all supporting information. Each page of each copy should include the following legend: Source Selection Information - See FAR 2.101 and 3.104 EVALUATION: The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in this solicitation. The evaluation of proposals will consider the offeror s Non-price proposal SIGNIFICANTLY more important than the offeror s price proposal. The evaluation factors are listed below in descending order of importance, with Performance Approach and Past Performance combined being considered significantly more important than Price: (a) Performance Approach - The offeror shall provide a detailed approach that will successfully accomplish the requirements of the Statement of Work. Offerors shall provide a summary and chapter outline for Chapters 1-3 of the book with their proposals. The approach shall also address the plan for research methodology, list of primary sources (estimated 10 to 20), and schedule/timeline for book completion by chapter. The offeror shall also provide a general staffing approach for utilization of authors to successfully accomplish the requirement. The proposed author(s) shall have published two or more non-fiction books about the U.S. Navy and a minimum of 4-6 years professional experience with the military through individual service, previous contracts for work, and/or professional research. The offeror should provide any other information the offeror considers relevant to the solicitation. (b) Past Performance - The offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past five years that is the same as, or similar to, the scope, magnitude, and complexity of the work described by this solicitation. To demonstrate its past performance, the offeror shall identify up to three of its most relevant contracts or efforts within the past five (5) years, and provide any other information the offeror considers relevant to the requirements of the solicitation (c) Price - Offeror shall include a complete and detailed price breakdown. IMPORTANT NOTES: The Government reserves the right to award the contract to other than the lowest priced offeror. Offerors are cautioned that the Government may decide not to evaluate the non-price proposal of a offeror whose price is significantly higher than the total price of another offeror rated acceptable or higher and the Contracting Officer determines that any technical superiority of the offeror s proposal would not warrant the price premium of the offeror s proposal and that, therefore, the offeror s proposal could not be the best value.
