Description
In accordance with FAR Part 13 Simplified Acquisition Procedures and as documented consistent with FAR 13.501, The National Institutes of Health (NIH) National Institute Diabetes and Digestive and Kidney Diseases (NIDDK) intend to procure 200000 input genomes, 800,000 TCR sequences, Minimum 3 samples. The Obesity and Diabetes Research Section (ODCRS) of the NIDDK in Phoenix performs research studies investigating the etiology of obesity and diabetes. An important aspect of the development of type 2 diabetes may involve an immune response which leads to diminished insulin secretion. In particular, it has been observed that individuals without a particular HLA haplotype (HLA-DR2b) may be at higher risk for the development of diabetes because of an immune response that may decrease insulin secretion. As autoimmunity within the islets of the pancreas is T -cell mediated, defining whether T cell receptor beta CDR3 populations differ by diabetes and HLA-DR2b status yield important information on the pathophysiology of the development of type 2 diabetes. Adaptive TCR Technologies performed high through-put sequencing to characterize the T cell receptor beta CDR3 repertoire in a small number of individuals with and without diabetes who were also segregated by presence ofHLA-DR2b haplotype. These results demonstrated interesting differences in frequencies of genes in this repertoire. The next step is to further characterize the repertoire of this receptor in individuals without the HLA-DR2b receptor (those at higher risk for diabetes) when they still have normal glucose regulation. We plan to investigate this in 50 individuals with measurements of insulin action, insulin secretion and body composition. This procurement will be under Part 13 of the FAR. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals; however, all responses received, before the closing date of this announcement, will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIHLM2012470 will be available five (5) days after the release of this notice. Receipt of quotations will be due five (5) days after the release of the RFQ. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made at the Federal Business Opportunities website www.FBO.gov. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
