Description
This is a Notice of Intent to award a Sole Source Purchase Order by The National Institutes of Health, 9000 Rockville Pike, Bethesda, Maryland 20892. The Department of Bioethics Clinical Center in collaboration with other NIH Institutes and Centers, including the National Institute of Allergies and Infectious Disease and the NIH Combined NeuroScience (CNS) Institutional Review Board (IRB) and the (NHGR) National Human Genome Research Institute Education and Community Involvement Branch are engaged in capacity development in research ethics at sites where NIH funds clinical research both domestic and international. An expanding area of interest to the Department's research foci is the Ethics and Regulatory Aspects of Clinical Research in Developing Countries and in countries with emerging clinical research development. The purpose of this purchase order is to obtain the services of a member of the international ethics community to identify Institutional Review Board (IRB) trainees from countries in Asia and Africa. The contractor will work with the Department of Bioethics to identify suitable candidates for participation in the NIH IRB Internship Program offered by the CC Department of Bioethics, and (NHGRI) Education and Community Involvement Branch and the NIH Combined NeuroScience (CNS). The contractor will manage the logistics of travel arrangements and lodging allowances for these international candidates. The Government intends to award a sole source purchase order under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The above service will be provided by the University of Bergen, Museplassen 1, Bergen NOR, 5007. The North American Industry Classification System (NAICS) code 611310. All responses received within 15 days of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
