Description
The Uniformed Services University of the Health Sciences (USUHS) located on the Walter Reed National Military Medical Center in Bethesda, MD intends to negotiate on a sole source basis with Innovative Interfaces Incorporated in Emeryville, CA for the annual hosting fee for the INNOPAC Millennium Server for base period of twelve (12) months with four (4) 12-month options. Estimated Value : $75,000.00 This service requirement will be procured in accordance with the procedures of FAR Part 12 - Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. Sole source determination is made in accordance with : FAR Subpart 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The mission of USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. As such, it is essential USU provide the necessary training and equipment required for our students to become successful doctors and nurses and to be able to provide the best care possible for our soldiers and to support our research efforts. The Millennium system supports the Circulation, Acquisition, Cataloging and Management functions of the Learning Resource Center (LRC). In addition, Electronic Resource Management (ERM) and OpenURL Link Resolution, as well as Really Simple Syndication (RSS) feed generation are all provided by the Millennium software. These services are accessed from a server which used to be hosted onsite at USUHS; however, DIACAP compliance requires the server to be hosted off-site. Innovative Interfaces Incorporated is the only known source that can provide the requested services. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can meet the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government. Responses must be received via email at melissa.marcellus@usuhs.edu by no later than 3:30pm EST on 4 September 2012.
