- SPECIAL NOTICE THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice that includes a Request for submission of Statement of Capability (SOC) addressing the capability to provide Web-Based Investigative Background Intelligence Services. This Special Notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This SOC does not commit the Government to contract for any supply or service whatsoever. The information provided in the SOC is subject to change and is not binding on the Government. The Defense Logistics Agency (DLA) is not at this time seeking proposals and will not accept unsolicited proposals for the work described in the attached documents. Responders are advised that the DLA will not pay for any information or administrative costs incurred in responding to this SOC. REQUEST FOR STATEMENT OF CAPABILITIES The propose of issuing this Statement of Capabilities under SP4705-12-SOC- 0001 is to identify potential contractors and assess their capability to provide investigative background intelligence on companies, firms and entities--both foreign and domestic through an internet web-based access and subscription service. Respondents are requested to address the following: 1. Provide a brief narrative discussing your capability to provide investigative intelligence information via the internet which provides general business information, management information, business structure, and business operations to assist in responsibility, determination to address risk management, business finance, and business/ contract procurement integrity concerns. The following examples of general business information, management information, business structure, and business operations are provided. However, please note that the following examples are not all inclusive. The examples include company profiles, business type, ownership, history, financial performance, a management and production risk assessment, profitability, payment performance, judgments and bankruptcies, executive summary, suits, liens, and Corporate Family Linkages, in-depth individual supplier information, Capacity, facilities and parent/subsidiaries demographic information line of businesses, public filings, socio-economic standing, past performance credit scores and credit summaries. 2. Provide a brief narrative discussion of your previous experience with Government contracting and doing business with the Government. Include contract numbers and contact information (Organization, Representative's Name, mailing, address, telephone, and e-mail) for each experience cited. 3. Provide a brief narrative discussion of your capability to provide data that is similar to or is the same as information such as the data found on the following websites: a. Excluded Parties List System htto://www.epls.gov b. Small Business Administration http://www.sba.gov c. Better Business Bureau http://www.bbb.org d. System for Award Management http://www.sam.gov Discuss whether data provides the same, similar, supplemental or more comprehensive information. 4. Provide a brief narrative discussion of your capability to provide instantaneous access, accurate, current and updated information on worldwide searches based upon specific personal or entity specific information [(company, affiliate agent, officer name(s), address (es), etc.]. The preceeding personal information are examples. However, please note that the following examples are not all inclusive. In your firm's discussion, also address the other types of personal or entity-specific information that may be used to obtain instantaneous access to the necessary data. 5. Provide a brief narrative discussion of your capability to provide local hands-on training to users on how to access and use the service, the duration of the training, and address the frequency of training sessions. 6. Provide a brief narrative discussion of your firm's capability to provide on-line help and reference materials providing users additional background on the purpose, scope, and coverage of a search queries. 7. Responses to the Statement of Capability questions shall be provided based on the following limitations and format requirements: One page or less for each response to a question Type of Font is in Times New Roman, 12 point. White space and conventional paragraphing are required for readability The deadline for submission is Not-Later-Than (NLT) September 7, 2012 at 12:00 P.M. Eastern Time. 8. The Contractors' SOC must include their company cage code, TIN, and DUNS number.
