- Notice of Intent to Award a Sole Source Procurement 0040049516 The U.S. Fish & Wildlife Service (USFWS), R1, intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the investigation of wild bird morbidity and mortality events in the state of Washington. Routine, ongoing avian morbidity and mortality surveillance provides a means of detecting novel disease agents, natural or anthropogenic toxins, and sources of trauma from human structures and activities, to list but a few examples. This information, in turn, provides a basis for implementing effective management, enforcement, and mitigation actions to lessen or prevent impacts to avian populations or species, as well as to domestic poultry and to human health. The Washington Department of Fish and Wildlife, has been selected to have the technical expertise and laboratory capabilities to conduct disease investigations; they have historical knowledge of avian populations and disease outbreaks in Washington, and they have the resource management authority and the established relationships with USFWS, USDA, and State agriculture and health agencies to engage in disease response activities throughout the state of Washington. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, for future procurements, any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 08/30/2012. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the USFWS.
