Abstract of Offers The Abstract of Offers from this morning's bid opening is attached. 24Aug12/pm ============================================================== Responses to late questions are provided in this FBO posting so that all bidders are aware of any questions asked. An Amendment will NOT be created. Additionally, no further questions will be entertained. Question I: Since the duct banks are to be reused, if the test samples come back positive for containing asbestos, to what extent are the ductbanks to be cleaned of asbestos? Answer I: Ducts are to be cleared to the extent that old cable can be pulled and new cable can be installed. Residue as a result should be handled and disposed of as asbestos if test results are positive. Refer back to Amendment 0002, CLIN 0002 description. Question J: If the Orangeburg pipe test positive it can and will affect the duration of the outages and overall duration of the project for abatement and clearances. Please advise if this will be taken into consideration for the completion date. Answer J: Yes. Question K: The description of CLIN 2 was changed per amend. no. 2, will section B - schedule of prices also be revised or will it stay as indicated in amend. no. 1? Answer K: Section B of the award document will reflect the description change from Amendment 0002. Question L: It states in section L-5 that after the bid opening, the apparent awardee will be required to submit the original copy of the bid guarantee to the points of contact listed in section L-2. Does this mean that we need to be able to hand over the original bid bond at the bid opening if we are the apparent awardee or will we be able to submit the original via regular mail? Answer L: Hard copy of the original bid bond is not required at the bid opening. Question M: L-5 States that the bid opening is at 10:30 a.m. on August 24th, is this a public bid opening that offerors may attend? Answer M: Yes. Question N: Upon consulting several subcontractors and suppliers, the specified electrical cable appears to have an extended material procurement time in excess of 16 weeks from submittal approval. Per the SF1442, Blk 11 the Government has provided a negotiable 270 day period of performance. Based on the extended material procurement and the performance of the work we believe that the current 270 day period of performance may not be sufficient. Would the Government consider extending the period of performance? Answer N: Yes. END OF QUESTIONS AMENDMENT 0003 TO SOLICITATION FA2521-12-B-0003 IS ISSUED 20 AUGUST 2012. AMENDMENT 0002 TO SOLICITATION FA2521-12-B-0003 IS ISSUED 17 AUGUST 2012. Section J-6, the CECC Form 3052 is informational only and NOT required as part of the bid submission (L-4). The Site Visit attendees list is attached. AMENDMENT 0001 TO SOLICITATION FA2521-12-B-0003 IS ISSUED 15 AUGUST 2012. SOLICITATION FA2521-12-B-0003 IS ISSUED 19 JULY 2012. PRE-SOLICITATION NOTICE: This is NOT an Invitation for Bid. The 45th Contracting Squadron, Patrick AFB, FL announces the anticipated release of Solicitation Number FA2521-12-B-0003 is being issued as an Invitation for Bids (IFB). All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. This solicitation is being offered to Economically Disadvantaged Women Owned Small Business (EDWOSB) firms; all others will be deemed non responsive. Contract award will be based on Sealed Bid - FAR Part 14. Title: Repair Underground Electric Cable Project Number: SXHT 11-1029 Place of performance: Patrick AFB, FL 32925 Brief description of work: This requirement consists of all labor, materials and equipment necessary to replace approximately 35000 LF of existing 15K V underground cable with new feeder, each consisting of three single conductor 350 kcmil 15KV EPR insulated cable with 1/3-sized concentric neutral shields and 133% insulation level. NAICS Code: 237130 Size Standard: $33.5M Construction magnitude: $1,000,000 - $5,000,000 IFB will be available on or about 19 Jul 2012 with bid closing date on or about 20 Aug 2012. The performance period for this project will be 270 calendar days after receiving the Notice to Proceed. This acquisition is small business set-aside to: Women Owned Small Business (WOSB) to include Economically Disadvantaged Women Owned Small Business (EDWOSB).
