Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT to procure the following: This acquisition is being issued in accordance with FAR Part 13 Simplified Acquisition Procedures . This is a special notice for the procurement of MIL-S901D IGS Ruggedized Metal Server Brackets in support of NAVAIR Fleet System Array (NFSA). The NAICS code for this requirement is 334111, Electronic Computer Manufacturing. The MIL-S-901D IGS Ruggedized Metal Brackets are the life-cycle maintenance path for existing NFSA systems on-site and Continuity of Operation Plan (COOP) environments. The Government has the intent to award this contract on a sole-source basis to Intergraph Government Solutions,170 Graphics Dr, Suite A & B, Madison, AL 35758, Cage Code 63CL1. The acquisition of a product/solution from a different manufacturer would hamper operability, utility and familiarity needed to support critical missions, thus resulting in an increase on Total Cost of Ownership (TCO). To use other manufacturer server management brackets that would pass shock testing would require significant reengineering of existing foundations and computer systems. The Government does not own the drawings associated with these items. Therefore, only Intergraph Government Solutions will be solicited because the articles to be acquired are highly specialized parts, designed and manufactured by a non-Government activity and the technical data required for the above acquisition by other than the above is not available. As a result, the MIL-S-901D IGS Metal Brackets are considered to be the only viable solution for this requirement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM Eastern Daylight Time, 10 September, 2012. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
