- Description
- The U.S. Coast Guard, Surface Forces Logistics Center, Icebreaker, Buoy and Construction Tender Product Line require deck machinery used to support geographically dispersed WLB Class Buoy Tenders. The 225' WLB Class buoy tender uses Allied Systems Company, the Original Equipment Manufacturer (OEM), for their buoy handling equipment. The cylinders are an integral and critical part of the buoy handling crane on board the 225' WLB. It is imperative that parts used to repair or perform routine maintenance on the crane are exact in form, fit, and function to the parts being replaced. The NAICS Code for this acquisition is 333120, and the Small Business Size Standard is 750 employees. It is the Government's belief that only Allied Systems Company (ASC) can provide parts used to repair or perform routine maintenance on the crane are exact in form, fit, and function to the parts being replaced. Alternatively, authorized vendors can provide OEM parts other than ASC, however many of the parts used to build these cranes are unique to ASC designs and thereby proprietary to ASC. OEM Part Numbers include: a. 2 CYLINDER ASSEMBLY, HYDRAULIC, RH (PORT) Part Number 39696 b. 2 CYLINDER ASSEMBLY, HYDRAULIC, LH (STBD), Part Number 39255 c. 2 LINEAR ACTUATING CYLINDER ASSEMBLY, Part Number 53299 At the present time, this acquisition is expected to be issued as a sole source to ASC. Many of the parts used to build these cranes are unique to their designs and thereby proprietary to ASC. Under the authority of 10 USC 2304 (a)(1) FAR 6.302-1 only one responsible source and no other supplies or services will the satisfy agency requirements. THE INTENT OF THIS NOTICE IS TO CONFIRM IF THERE ARE ANY OTHER COMPANIES CAPABLE OF FULLFILLING THIS REQUIREMENT. IN THE ABSENCE OF RESPONSE FROM ANY FIRMS THAT BELIEVE THEY HAVE THE CAPABILITY TO FULFILL THIS REQUIREMENT, THE US COAST GUARD INTENDS TO NEGOTIATE WITH ALLIED SYSTEMS COMPANY FOR THE REQUIREMENT. NO OTHER NOTICE WILL BE PUBLISHED UNTIL AWARD IS MADE. Interested sources should contact Karen Marshall, Karen.M.Marshall@uscg.mil, communicating their interest within two (2) calendar days from the posting date of this notice. Your response is required by the close of business on August 28, 2012. Interested sources shall provide sufficient data with points of contact and phone numbers to demonstrate that they have provided the above part numbers to the Government or commercial customers in the past, or that you have unlimited access to the OEM's technical data, drawings, including specifications, and salient characteristics. The Government does not intend to pay for any information that is submitted in response to this synopsis. Information received after this period will not be considered.
