- This document sets forth the facts and rationale justifying the use of other than full and open competition in accordance with the Agency for International Development Acquisition Regulation ( AIDAR ) Part 706—Competition Requirements generally and paragraph (b)(5) of AIDAR 706.302-70, “Impairment of Foreign Aid Programs” specifically. The Contracting Officer in the Office of Acquisition and Assistance ( OAA ) in conjunction with the Economic Growth Office in the U.S. Agency for International Development’s ( USAID ) mission in Liberia ( USAID/Liberia ) originated and prepared this J&A. The contractor currently provides oversight of the current bridge construction contractor's performance of construction Contract No. 669-C-12-00003. USAID/Liberia has recently executed a J&A with Atlantic to allow for a modification to the construction contract to increase the carriageway of the Sanquin River Bridge to add an additional lane of traffic, thus creating a double lane carriageway. Therefore, the modification of the construction contract requires the modification of the oversight contract to enable the oversight contractor to continue the oversight of the bridge expansion. The estimated value of this additional requirement is $52,700 and is based on previous oversight requirement. The J&A is attached to this notice. Specifically, USAID/Liberia requires Lamda to provide continued full-time supervisory services at the River Sanquin Bridge for an additional sixty calendar days under the oversight contract. This extension requires the continued engagement of the Project Manager for additional 30 days; Resident Engineer for additional 60 days; Design Engineer for additional 14days; Environmental Engineer for additional 14 days; Site Inspector for additional 60 days; Quality Control Engineer for additional 60 days; and AutoCAD Technician for additional 14 days.
