Solicitation Number: VA241-12-Q-1254 Notice Type: Combined Synopsis/Solicitation Synopsis: This requirement is an EMERGENT need and is SET ASIDE FOR ALL CAPABLE SMALL BUSINESSES. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Veterans Affairs Medical Center located at: 940 Belmont Street, Brockton, MA 02301 has an EMERGENT requirement to remove and replace the swimming pool filter, to ensure the swimming pool is fully functional for veteran patients. (ii) The solicitation number is VA241-12-Q-1254 and is issued as a Request For Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-52, July 26, 2012. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR). (iv) This solicitation is issued as a small business set aside. The North American Industry Classification System (NAICS) code is 453998, and the size standard is $7.0 million. (v) This requirement consists of three (3) line items: 1.Remove existing swimming pool filters 2.Installation of new valves into existing piping 3.Installation of new filter (vi) The following STATEMENT OF WORK is a detailed description of the requirements for this solicitation: 1.Remove existing filters "Remove existing filter media (sand and gravel), the old material will be vacuumed out and disposed of in accordance with VA, Local and State Code Requirements. "The plumbing and filters shall be disconnected and removed from the building. Removal of the existing filters will require rigging out of the sub-basement. Metal is to be placed in the VA metal recycling container located on site. 2.Installation of new valves into existing piping "Thirteen (13) valves are required to be replaced. These include nine (9) four-inch valves and three (3) six-inch valves. "Valves shall include all new stainless steel nuts, bolts and washers. 3.Installation of new filter "New system to utilize two tanks. "New filter to be Neptune Benson Horizontal 42060SHFFG or approved equal. "The filter shall include: Fiberglass construction 50 psi operating pressure PVC internal piping Air relief and drain connections Dual saddle base 14" X 18" manway (each tank) 15 year limited warranty Schedule 80 facepiping with stainless steel fasteners Dominion wafer style butterfly valves with Rilsan coated aluminum body 4.5 inch panel mounted pressure gauges Site glass assembly (each tank) Automatic backwash "Work to include all labor and material for a complete and operable dual tank filtration system "All filter media to be included and installed in accordance with filter manufacturer recommendations. "All rigging to place equipment in sub-basement pump room are to be included. "System start up, testing report, operator instructions (4 hours) are to be included. (vii) Delivery FOB Destination to VA Medical Center, 940 Belmont St, Brockton, MA 02301 (viii) 52.212-1 Instructions to Offerors - commercial Items, apply to this solicitation with the following addenda, FAR 52.216-18 Ordering; VAAR 852.236-76 Correspondence; VAAR 852.237-70 Contractor Responsibilities; VAAR 852.270-1 Representatives of Contracting Officers; VAAR 852.273-75 Security Requirements for Unclassified Information Technology Resources (ix) 52.212-2, Evaluation - Commercial Items: FAR provision 52.212-2 applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)Technical (ii)Price (iii)Past Performance Technical evaluation shall be based on the ability of the vendor to meet the requirements, and timing of delivery/installation for this urgent need. Two past performance references are required with submission of quote. Pricing shall be evaluated based on the best value for the Government. Quotations should include line item pricing for all three line items required. (x) 52.212-3 Offeror Representations and Certifications - Commercial Items- Offeror's are to include a COMPLETED COPY OF PROVISION 52.212-3 WITH THE WRITTEN QUOTE, a copy of the provision may be attained from http://www.arnet.gov/far; (xi) 52.212-4 Contract Terms and Conditions - Commercial Items: apply to this solicitation with the following addenda; VAAR 852.203-70 Commercial Advertising, VAAR 852.237-76 Electronic Invoice Submission.
