- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, FA4608-12-Q-9021, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-55 effective 3 Feb 2012). This procurement is 100% small business set-aside. The NAICS code is 333512 and the small business size standard is 500 employees. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. You will not be eligible to receive an award if you are not in the Central Contractor Registration database. (Reference: DFARS 252.204-7004, Alt A Required Central Contractor Registration).The following commercial items is requested in this solicitation. The items being procured are: 0001 PART# VF-2SSYT - Super-Speed Vertical Machining Center; 30" X 20" X 20" (762 x 508 x 508 mm), 40 taper, 30 hp (22.4 kW) vector drive, 12,000 rpm, inline direct-drive, high-speed 24+1 side-mount tool changer, 1400 ipm (35.6 m/min) rapids, 1 MB program memory, 15" color LCD monitor, USB port, memory lock keyswitch, rigid tapping and 55-gallon (208 liter) flood coolant system. -1 EA 0002 PART# AAG1 - The Auto Air Gun provides a constant blast of air to the cutting tool to clear chips during dry machining. Activated by M-code. -1 EA 0003 PART# PCOOL-O - The Programmable Coolant Nozzle is a multi-position nozzle that automatically directs coolant precisely at the cutting tool. The position of the nozzle is controlled via the program, saving operator time by eliminating constant adjustments. The nozzle position may also be adjusted manually from the control pendant. -1 EA 0004 PART# 4AXBL - Allows the use of a fully integrated 4th-axis Haas rotary table or indexer for multi-sided machining, yielding increased productivity and reduced setups. -1 EA 0005 PART# HIL - Halogen lights provide bright, even illumination of the work area for part inspection, job set up and changeovers.Lights operate automatically when doors open and close, or can be activated manually. -1 EA 0006 PART# SOM - The Spindle Orientation option allows spindle positioning to a specific, programmed angle, using the spindle motor and spindle encoder for feedback. This option provides inexpensive, accurate (0.1 degree) positioning. -1 EA 0007 PART# HSM - The Haas high-speed machining option allows faster feedrates and more complex toolpaths without hesitation or starving the machine. Using a motion algorithm called "acceleration before interpolation," combined with full look-ahead, HSM provides contouring feeds up to 1200 ipm (30.5 m/min) without risk of distortion to theprogrammed path. This yields reduced cycle times,improved accuracy and smoother motion. -1 EA 0008 The Haas power failure detection module senses a power failure or severe drop in incoming line voltage and quickly brings all axis motion to a safe and controlled stop. The module maintains power to the electronics long enough to activate brake motors and prevent uncommanded motion that could damage parts and tooling. Vertical axes are brought to a stop with the absolute minimum motion possible. -1 EA 0009 750MB of expanded on-board solid-state memory allows storing, running, and editing large programs directly at the machine. -1 EA 0010 PART# IPS - With the Haas Intuitive Programming System, IPS is a proprietary conversational operating system that uses an easy-to-understand tabbed format with full-color graphics to guide the operator through the steps necessary to machine a part. -1 EA 0011 Haas Visual Quick Code is a template-driven conversational programming system that makes creating simple G-code programs nearly effortless. -1 EA 0012 Haas Enhanced Remote Jog Handle with color LCD features a 2.8" color graphic display, an 11-button keypad, a triple-knob motion-control system, and a built-in LED inspection light -1 EA 0013 24 PULL STUDS, CT40 -1 EA 0014 HAAS TRAINING COURSE CNC 201. This course presents an overview of proper techniques used while performing a milling set up. It consists of getting to know the machine while taking control of the application and process. The focus of the course will be on learning how to effectively set up the machining center. It provides students with hands-on training and demonstrations. This is a three day class, 8 hours/day for 1-5 students. -1 EA 0015 HAAS CNC 301, TRNG COURSE. This course presents an overview of CNC machine codes and programmable functions for machining centers. It consists of understanding how to maximize your productivity while minimizing your programming times. The focus of the course will be on learning how to effectively program the machining center. It provides students with a combination of classroom and hands-on training with demonstrations. This is a four day class, 8 hours/day for 1-5 students. -1 EA 0016 HAAS TRNG COURSE CNC 303-IPS. This course presents an overview of the Haas IPS functions for milling centers. It consists of understanding how to maximize your productivity while minimizing your programming times through the development of speeds, feeds and dimensions, as well as the building of a tool library. The focus of the course will be on learning how to effectively program the milling center using the IPS system. It provides students with a combination of classroom and hands-on training with demonstrations. This is a one day class, 8 hours/day for 1-5 students. (Additional charges may apply if not coupled with another course) -1 EA 0017 HAAS TRNG COURSE 303-VQC. This course presents an overview of the Haas VQC functions for milling centers. It consists of understanding how to maximize your productivity while minimizing your programming times through the development of speeds, feeds and dimensions, as well as the building of a tool library. The focus of the course will be on learning how to effectively program the milling center using the VQC system. It provides students with a combination of classroom and hands-on training with demonstrations. This is a one day class, 8 hours/day for 1-5 students. (Additional charges may apply if not coupled with another course) -1 EA 0018 Kennametal Tool Certificate. Tool Certificate must be fulfilled within 30 days of machine installation. -1 EA 0019 standard 12-month limited warranty covering defects in material and workmanship. An additional 1-year extended warranty may be purchased at any time before the original warranty expires. -1 EA 0020 IUID TAG PLATE PER MIL STD 130X -1 EA or Equal Note: Equal Items will be acceptable upon determination of technical acceptability in accordance with above Minimum Salient Characteristics relevant to this solicitation. The offer submittal shall list the item by part number, number of items being offered, the product description as listed above, and list the manufacturer. The offer shall list unit prices, total for each part number, and an overall totaled price. Delivery requirements: FOB Destination quotations are the only quotes that will be accepted. FOB origin offers will not be considered. Delivery date of 30 days after receipt of award shall be acceptable. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items, and the following addenda applies to this acquisition. Offerors shall submit their quote on letterhead stationery, provide unit prices with a grand total, and the remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS at FAR 52.212-3, and follow the instruction as provided in the clause or be registered within Online Represenationtations and Certifications (ORCA) found at this website: https://orca.bpn.gov/. THE GOVERNMENT WILL NOT ACCEPT INCOMPLETE PROPOSALS. Offers will be evaluated on price and technical acceptability. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the lowest evaluated price.
