- Work shall consist of the construction of an in-line Sewage Treatment Facility - Construct an in-line sewage treatment plant and 1600 LM of sewer forced main and 600lm of gravity lines to the new facility. Construction will also include a truck off-load point, access road and infrastructure to support the plant. On or about 30 August 2012, the US Army Corps of Engineers, Kuwait Resident Office will issue a Request for Proposal (RFP) for the construction of a Sewage Treatment Facility, at Ali Al Salem Air Base, Kuwait The location of the services to be performed will be stated in the solicitation. The basics of award will be Lowest Price - Technically Acceptable (LPTA) Solicitation packages will be available on or about 27 August 2012. Due date for receipt of quotes is on or about 29 September 2012 by 2:00 PM, Kuwait Time. This solicitation is restricted to companies licenced to operate in Kuwait or that partner with a Kuwaiti registered company. Partnerships are encuraged The applicable NAICS code is 237710 and the size standard is $33.5M. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to bid, vendors must complete online the Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. Please be advised of on-line registration requirement in the central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certification (ORCA) at http://orca.bpn.gov. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. Obtaining Solicitation Documents: Solicitation documents will be sent directly to all companies, via Safe Access File Exchange (SAFE) system.
