- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Ice Engineering Facility (IEF) is a unique hydraulic research facility with three primary cold rooms for modeling various aspects of hydraulic phenomena in cold regions. The three cold rooms are: the Test Basin with a 30 ft x 160 ft x 8-ft-deep pool, the Flume with a 4 ft-wide x 120 ft-long tilting bed flume capable of re-circulating 6300 gpm of water, and the Research Area with a 160 ft x 80 ft refrigerated clear span room for constructing physical models and re-circulating 6750 gpm of water. A central 250-ton ammonia refrigeration plant provides the necessary cooling of the air and water. The instrumented Flume is housed in a cold room capable of -20 F with and recirculating water at temperatures between 0 to +2 C during testing. One of the flume capabilities is the instrumentation carriage that rides on rails on side walls of the flume. The carriage is driven along the 120 ft length (X-axis) using a rack and pinion drive. The drive pinion gear can be disengaged to allow the carriage to be moved manually, but the position is detected by an independent encoder with a separate pinion gear on the rack. Instrumentation can be moved across the flume (Y-axis) by a lead screw with an integrated shaft encoder. The respective axis were driven using a computer controlled stepping motor. Power and communication are brought onboard via the festoon shown. To minimize cross-talk between the power and the low level signals, the respective cables are feed to the carriage from opposite direction on a common festoon. The festoon mast is designed to accommodate the variation in distance between the plane defined by the rails on the flume and the fixed elevation of the festoon as the carriage move along the sloping flume.
