Statement of Work B Statement of Work A This is a combined synopsis/solicitation Request for Quote for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation number NIAID-RFQ-12098, a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60, dated July 26, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside, however, small, small disadvantage, minority, veteran owned, and HUB zone companies, etc. are encourage to submit quotes. The associated North American Industry Classification System (NAICS) Code is 541380, which has a size standard of 14 in millions. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure testing services of cloning and expression of two (2) genes Pichia pastoris. The services are to include the following items: 1) Synthesis of codon-optimized genes 2) Expression plasmid construction, 3) Preparation of electrocompetent cells, 4) Use antibiotic resistance to screen transformants, 5) Electroporation of plasmids into P. pastoris, 6) Culturing selected clones, confirmation, and assay, 7) 30 L Pichi pastoris fermentation, and 8) Purification of enzyme from 30 L fermentation. There are two (2) processes that are to be performed: 1) Expression and purification of two proteins native to E. coli, OtsA, to be used in chemoenzymatic synthesis, in Picchia pastorii expression system, See Attachment A, and 2) Expression and purification of two proteins native to E. coli, OtsB, to be used in chemoenzymatic synthesis, in Picchia pastorii expression system, See Attachment B. NIAID is interested in using the proteins to chemoenzymatically synthesize a PET radiotracer to be used to image TB. Using the yeast system if successful, allows synthesis and purification without the use of His-tags, hopefully to retain higher enzyme function and making GMP production for eventual human use easier. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price, and 3) delivery. The period of performance shall be 6 months after receipt of government furnished material. Delivery is to Bethesda, Maryland 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Origin. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in SAM will make an Offeror ineligible for award.] Copies of the aforementioned clauses are available upon request by telephone to Robin White at (301) 402-2282.
