Description
Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6070, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch plans to procure on a sole source basis services from Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA 92121, for a maintenance and service agreement for one Illumina Selexa Genome Analyzer. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541519 and the business size standard is $25.5 million. The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The Genetics Branch of the Center for Cancer Research at the National Cancer Institute is engaged in the study of cancer genetics. Investigating genetics alteration and its effect on the development and biology of cancer is an integral function of the Genetics Branch. By using ultra-high throughput, next generation sequencing, and whole-genome high-resolution beadchip reagents, the Genetics Branch is able to study DNA/promoter interactions, gene expressions, methylation status, single nucleotide polymorphism (SNP), and investigate genomic rearrangements and informatics levels never before possible. NCI proposes to purchase a service agreement for the Illumina Selexa Genome Analyzer (serial number 300204). The contractor shall provide: 1) One (1) preventive maintenance inspection per year; 2) unlimited emergency repair at no additional cost to the government; 3) furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government. Contractor personnel shall be technically qualified factory-trained personnel in order to perform service to this instrument. The Illumina Genome Analyzer is a parallel, next-generation sequencing by synthesis instrument, which has become a core technology for genome analysis and discovery in the Genetics Branch's laboratory as is related to the biology of cancer. The extended warranty will allow the Genetics Branch to continue to generate sequence data relevant to its research on the Illumina Genome Analyzer. Illumina is the sole company that can service the Illumina Genome Analyzer currently in the Genetics Branch laboratory. Illumina is the sole source of the Genome Analyzer and is the sole source for the service. The Selexa content related to the Genome Analyzer is proprietary and protected under patent rights and thereby is unavailable from other sources than the original manufacturer. Use of any other service agreements on these instruments would void support of the equipment by Illumina. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 30, 2012. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
