- Trailable Yard Switch Machines The Washington Metropolitan Area Transit Authority is soliciting proposals for a multi-year program to supply trailable yard switch machines and layouts for several Authority railcar storage yards. Spare parts and on-site training are included. The new switch machines and layouts are to replace existing equipment. Installation is not included. This is a "Best Value" solicitation and the Authority reserves the right to make more than one fixed priced contract award. This project is being funded in whole or part with Federal (FTA) funds. A Pre Proposal Conference (PPC) will not be held. Any questions regarding the solicitation must be made in writing to the Contracting Officer no later than September 13, 2012. Proposals are currently due by 2 p.m., Thursday, September 27, 2012 at the WMATA, Office of Procurement and Materials, Room 3C-01, 600 Fifth Street, NW, Washington, DC 20001. For security procedures, proposals delivered by hand must be taken to the Authority's mailroom on the lobby level. Electronic proposals are acceptable. Proposals are to be submitted in the format prescribed in Solicitation Instruction No. 18. Technical proposals must address the topics listed in section c. The solicitation includes a DBE goal of 2.0%.
