- (i)(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. (ii)This is a Request for Quotes (RFQ) and the solicitation number is P12PS21381, NER - MASI - Manhattan Sites, New York, NY 10005 requires the following: Pest Control Service. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. (iii)This solicitation is a total small business set-aside, NAICS 561710, Pest Control Services, with a small business size standard of $7.0 million dollars. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the responsible quoter whose total quote represents the lowest price for the Government. The National Park Service, Manhattan Sites has a requirement/need for Pest Control Service at the following five (5) Sites: Federal Hall National Memorial. 26 Wall Street, NY; Castle Clinton National Monument, 1 Battery Park, New York, NY; African Burial Ground, 290 Broadway, New York, NY; Hamilton Grange National Memorial, 414 West 141 St, New York, NY; General Grant National Memorial Riverside Dr & 122nd St, New York, NY. DESCRIPTION OF REQUIREMENT: (v)The scope of work is to eliminate nesting and breeding areas and pest entry points. By stressing a pest population, and removing the pest source, produce a decline in numbers and/or eliminate them all together at all five (5) sites listed above. The Contractor shall use first strike in all eighteen baits that are needed for these sites. The soft bait has been approved by the National Park Service for use at these sites; the chemical content of First Strike is Difethialone. All Material Safety Data Sheets (MSDS) for First Strike or similar product must be approved by the National Park Service. Housing for Bait must be in a rock design and blend into the existing landscape. TASKS: 1.Contractor must provide all tools, labor, materials and insurance in order to perform the following work: 2.Facility inspection & Audit 3.Monitoring potential pest zones 4.Identification of pests 5.Customer consultation 6.Pest Exclusion 7.Facility Maintenance & Follow-up 8.Contractor shall replace Baits twice a month at each site. (vi)The Contractor shall furnish all necessary, labor, supervision, tools, materials and equipment to fully service, repair, replace, maintain and to provide full services to each site. Contractor shall provide an on call service contact phone number to the National Park Service Representative. Specifics: Call site supervisor(s) Corey Noel at 212-825-6872 or Hector Fonseca at 212-825-6889 three days before arriving at designated sites. All waste to be disposed of properly in accordance with New York City (NYC) Environmental Protection Agency (EPA), and United States Environmental Protection Agency (U.S. EPA) Regulations. SCHEDULE of SUBMISSIONS: One (1) invoice may be submitted monthly. (ix)The Government contemplates the award of a single purchase order on a "low-price- acceptable" basis. The Castle was originally built to defend New York Harbor. At the time of the war of 1812, Castle Clinton later served as the City's immigrant processing center. In 1941 it was remodeled and housed the New York City Aquarium. It now serves as a museum. Tickets to the Statue of Liberty and Ellis Island are also sold at Castle Clinton. African Burial Ground National Monument honors the memories of the estimated 15,000 Africans buried at the site in the 17th and 18th centuries. New York's African Burial Ground is the final resting place of free and enslaved Africans. Dating from the late 17th century it has been called one of the most important archaeological finds of our time. Lost to history due to landfill and development, the grounds were rediscovered in 1991 as a consequence of the planned construction of a Federal office building. Contractor shall be mindful that the area is a solemn place of internment and shall be respectful of the site and its purpose. Work on and around graves shall be performed with the utmost respect and dignity. Hamilton Grange National Memorial preserves the home of founding father Alexander Hamilton. Born and raised in the West Indies, Hamilton was orphaned in his early teens. Taken in as an apprentice to an international shipping company based on his home island, his talents were recognized by local benefactors who created a fund to provide him with a formal education. Hamilton came to New York in 1772 at age 17 to study at King's College (now Columbia University). Federal Hall is approximately 75,000 Square Feet; the building has a total of six (6) floors, including three (3) Floors of public space and three (3) floors of non- public space. Located on the corner of Wall and Broad Streets, Federal Hall was the meeting place of the first United States Congress and the Site where George Washington took his oath of office as the first President of the United States on April 30, 1789. The present building served for many years as the U.S. Customs House and later to become the New-York Sub Treasury. The building is currently a museum open to the public, it also houses administrative personnel.
