- The US Army Corp of Engineers, Portland District, CENWP-CT-C, 333 SW 1st Avenue, Portland Oregon 97204 intends to issue a Request for Quote No. W9127N-12-Q-0077 to provide services for the Corps for Engineers, Portland District at Miller Island on the Columbia River in Klickitat County, WA. The contractor work will be required to provide the following: an analysis and report for stabilization alternatives for the Hell's Gate Cove archeological site located on Miller Island on the Columbia River, WA. The Hells Gate archeological site has been subjected to vandalism and shoreline erosion throughout the years. The U.S. Army Corps of Engineers requires these reports to provide guidance for preserving and restoring this important location that has significance to Native American tribes. The site has been determined eligible for the National Register of Historic Places under criterion d. The Alternatives Analysis Report for Stabilization of the Hells Gate Cove Site is needed for future preservation planning purposes and to address the Federal agencies' responsibilities under Section 106 of the National Historic Preservation Act. It shall include an analysis and report on a minimum of six alternative plans for stabilizing and restoring the Hell's Gate Cove archeological site. Offerors must provide brief descriptions of experience with stabilization/restoration projects of a similar nature and scale. Technical expertise and cost will be considered during the evaluation of offers. There are many complexities associated with this project including, but not limited to: Transportation to and from the island. The presence of prehistoric features and artifacts. The site is located on an alluvial flat covered by sand dunes. The site boundaries have not been identified. Ground surface visibility is poor due to dense vegetation, and eolian deposits are thick. Cutbank exposures suggest the site extends to approximately 7.5 meters deep. Throughout the years the site has been subjected to vandalism and shoreline erosion. This procurement is a small business set-aside with a NAICS code of 541620. The magnitude of this project is less than $150,000. It is to be completed within 163 days after contract definitization. A Request for Quote will follow this announcement on or about 04 September 2012. This synopsis is changed to include the following. Nothing else has been modified. There will be a scheduled site visit on 06 September 2012. Anyone interested must RSVP with Patrick Collins at Patrick.Collins@usace.army.mil No Later Than 3:00 p.m. 30 August 2012 PDT. The meeting time and location will be provided in the solicitation. Long pants, hiking boots and hats are highly recommended.
