- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. The Department of the Army, ATEC-WSTC-SV, at White Sands Missile Range has a requirement for an above grade panoramic 50Ci Cobalt 60 irradiator designed to perform ELDRS testing in accordance with Mil-Std-883G. Specifications are listed under the attached document Statement of Work (SOW). Bids must include all requested items in order to be considered for this procurement. This will be set aside 100% small business. The applicable NAICS code is 334517 with a size standard of 500. Payment will be made by the Defense Financial and Accounting System (DFAS); therefore, you must be registered in the Central Contractor Registration (http://www.ccr.gov/ accessible now through System for Award Management (SAM) at: https://www.sam.gov/portal/public/SAM/, as well as, Wide Area Work Flow (https://wawf.eb.mil/). In accordance with FAR 52.212-2 Evaluation - Commercial Items; The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered technical capability & past performance when combined are significantly more important than price. The following factors shall be used to evaluate offers meeting the specifications listed on the attached Specifications list described in the statement of work. 1.Technical capability a.Design & Specifications b.Safety - Operator safety is a key issue in the design of any irradiation facility. Pop-up irradiator must be safe for personnel. Irradiator will be compatible with all facility doors interlocks and position sensors, and the irradiator must be entirely capable of operation from an existing control room. Emergency stop buttons must be provided, which will immediately drop the Ci 60 source into the shielding well. Irradiator control system must monitor loss of power, or air pressure, actuation of an emergency stop button, or any attempts to open any of the doors and be able drop the Ci 60 source into a safe state with any of these conditions. 2.Past performance a.Manufacturer must be able to demonstrate the safety and reliability of their design through past performance. 3.Price a.Technical capability and past performance when combined are more important than price. Proposals shall include terms of the expressed warranty, price, discount terms, and acknowledgement of all solicitation amendments. Quotes must indicate quantity, unit price, shipping, and total amount. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration. A technical evaluation will be done on all proposal submissions. You are responsible for submitting sufficient technical information for evaluation to be conducted on your proposal. The government can base their evaluation on the information as submitted without requesting additional technical information, but reserves the right to request additional information. Any responses to this request for proposals should include the following: Company Name, Point of Contract, Address, Telephone and Fax numbers, E-mail address, business size, DUNS number, Cage Code, Tax ID Number, and company capabilities. Technical proposal, price proposal, and timetable, and brief description of work previously, or currently being performed that specifically demonstrates the contractor's ability to successfully satisfy the requirement. All offerors who provide goods or services to the Department of Defense (DOD) must be registered in Central Contractor Registration (CCR). Proposals are limited to 10 pages. Your proposal must demonstrate that all of the capabilities listed on the Specifications list are met. From the Federal Acquisition Regulation (FAR), the provisions and clauses may be found at http://www.arnet.gov/far. Your proposal with specifications and drawings shall be submitted electronically to: elizabeth.b.francia.civ@mail.mil, or by facsimile to 575-678-4975 Attn: Elizabeth Francia no later than 1200 hours MST on 05 September 2012. Any questions or clarifications needed regarding the solicitation should be submitted no later than 27 August 2012; 1200 Hours MST. Proposals shall include all charges that will be invoiced for (i.e. shipping/freight). Your company's tax identification number, DUNS number, and time table of events showing the number of days required to accomplish each portion of the requirements from design, to testing & training. Price proposals should be valid for 30 days from the date of submission.
