Description
The proposed sole source contract extension is for services for which the Government intends to solicit and negotiate with limited sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. The Government will consider all responses received within fifteen days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. The period of performance will consist of a three month period to begin 1 October 2012. Post Modern Edit and Cine Magnetics are considered the only vendors with the ability to provide the required services to acquire the duplication and replication of Encrypted DVDs and 8mm videotapes of the films for which the Navy has acquired licenses from the respective copyright holders. The Navy has existing contracts with film companies who are the copyright holders of the licensed material that the Navy procures and distributes to Fleet, Forward Deployed Forces and all other authorized afloat and shore commands worldwide. The Film companies have authorized only Post Modern Edit and Cine Magnetics to provide duplication and replication services to the Navy for their copyrighted material. Post Modern Edit and Cine Magnetics have also been provided encryption stations, based on their existing contract status with the Navy and as the sole designated duplication and replication labs that provide the content protection encryption to each movie licensed by the Navy. It would be cost-prohibitive and severely interrupt day-to-day operations of the CNIC Fleet and Family Support Movie Program if the effort were competed at this point in time as the encryption stations would have to be transferred or new stations would need to be acquired.
