Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The United States Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Pacific Region Office (PRO), Sacramento, CA, intends to award a Sole Source contract to McGinnis & Associates to conduct Environmental Site Assessments on parcels of land in Lake County, CA to determine the amount and location of contamination from the adjacent Sulphur Bank Mercury Mine. The award is in compliance with the Consent Decree for Case 3:08-cv-3968-TEH United States of America v. Bradley Mining Company et al, dated 4/19/12 for Land Acquisitions applications. The performance period is expected to be through 6/30/13 the associated North America Industry Classification System (NAICS) is 541380 and the Business Size Standard is $14M. Authority cited: Federal Acquisition Regulation (FAR) 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and 6.302-2 - Unusual and Compelling Urgency. This notice is for informational purposes only and is not a request for quotation. No solicitation document is available and telephone or fax requests will not be honored; only mail and email. All responses by the due date will be considered by the Government. However, no contract will be awarded on the basis of offers received in response to this notice. Interested parties may identify their interest and capability to respond to the requirement no later than 2:00 PM Pacific Standard Time, September 4, 2012. All contractors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered for the purpose of determining whether the government will conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
