Description
NASA/JSC has a requirement for three Controlled Evaporator Mixing System. Each Controlled Evaporator Mixing System shall contain the following capabilities: -Hardware must facilitate the injection of a mixture of CO2 and water vapor. The flow rate of CO2 injection must space the range of 0.1 - 2.35 standard liters per minute (slm) and the flow rate of water vapor injection must range from 10 - 120 grams per hour (g/hr). -The accuracy of the gas/vapor flow rates must be equal to or less than +/- 1% of full scale. -The percent relative humidity of the resultant mixture must range from 0 - 100% RH. -The hardware must be able to interface with a process that operates at subambient and elevated pressure conditions, ranging from 3-30 pounds per square inch absolute (psia). The hardware must also be able to effect total vaporization of the liquid constituent at various test system operating pressures, including 4.3, 4.8, 6.0, 8.0, 14.7, 20.0, and 22.0 psia. -The hardware must produce a well mixed stream of gas and vapor that can be provided to the test system through a single port. -The system shall be capable of analog and digital (RS-232) inputs/outputs to interface with LabVIEW DAQ system. NASA/JSC intends to purchase the items from Bronkhorst USA, Inc. The required items are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 28, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
