- JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN FULL AND OPEN COMPETITION LOGISTICAL NETWORK ENABLER IRAQ The Department of State (DoS), Office of Acquisition Management awarded this Indefinite Delivery Indefinite Quantity (IDIQ) letter bridge contract for a Logistical Network Enabler to support the transition in Iraq from a U.S. Department of Defense (DoD) Overseas Contingency Operation (OCO) to a sustainment state where Iraq vendors can provide fuel to the Embassy in Bagdad, its consulates in Iraq and the Offices of Security Cooperation (OSC-I) sites, collectively known as U.S. Mission Iraq (USMI) in order to maintain continuity of operations. Additionally, this bridge contract contains an optional provision to provide food through local and regional providers should the need occur. Since June 28, 2004, when DoS reestablished a new Embassy in Baghdad's fortified Green Zone, the food and fuel supplied to the U.S. Embassy in Baghdad, its consulates across Iraq and the OSC-I sites, has been provided by the Defense Logistics Agency (DLA) via the Logistics Civil Augmentation Program (LOGCAP) contractor. Currently, the LOGCAP contractor supports the Embassy and OSC-I sites by managing and issuing fuel and food from DLA suppliers external to Iraq. DLA provides the fuel through requirements contracts with refineries and distributors in Turkey, and provides food supplied from U.S. wholesalers and Middle East suppliers from countries other than Iran. After the establishing ordering agreements with local vendors, the Contractor shall coordinate with the Embassy and the DLA to establish a timeline to implement a site-by-site phase-in where the DoS Contractor will assume the responsibility for its technically qualified Iraq vendors to provide fuel and/or food to the site. This IDIQ contract was awarded as an 8(a) set-aside to an Alaskan Native Corporation (ANC) under the CICA statutory exception- FAR 6.302-5(a)(1)(4), 41 U.S.C. 3304(a)(5)[formerly 41 U.S.C. 253(c)(5)]. The contract and order SAQMMA12F2883 have fixed priced labor rates and reimburse other direct costs on a cost plus fixed fee basis. Contract minimum value $1,669,100.32 and maximum value $250,000,000.00. Base period 12 months and two option periods of six months each period. DoS will begin the process of issuing a full and open solicitation for a follow-on contract to provide fuel and food to the Embassy in Bagdad, its consulates in Iraq and OSC-I sites.
