- SUBJECT: Dr. Martin Renner to acquire data, conduct analysis, and produce final report for U.S. Fish and Wildlife Service Survey, Monitoring and Assessment program for the Division of Migratory Birds. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 10:00 AM, August 28, 2012 by sending an e-mail to Amanda_jordan@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Dr. Martin Renner FOR : Data collection, data analysis and final report configuration. NAICS: 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) AUTHORITY: 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: A Sole Source firm fixed award to Dr. Martin Renner. The U.S. Fish and Wildlife Service has a need to integrate existing seabird data sets with data on vessel traffic, fishing activity, and environmental parameters, and will integrate seasonal shifts in activity and seabird distribution to model seabird distribution and risk from vessel accidents. Dr. Martin Renner has worked with all of the Alaska Seabird databases (pelagic, colony, diet) as well with marine GIS-based oceanographic coverage since 2006, including the Division of Migratory Birds collaborative efforts with the Alaska Maritime National Wildlife Refuge, North Pacific Research Board, University of Washington, USGS, and the NPPSD. During these collaborative efforts Dr. Renner developed that modeled seabird distribution with respect to fisheries and oceanographic properties in the Bering Sea.
