- SYNOPSIS/NOTICE OF INTENT The Department of Energy (DOE), Office of Energy Analysis (OEA, EI-33), in the Energy Information Administration (EIA) has a requirement for a usage subscription to a suite of newsletters and two web-based information services. The Government intends to award a sole source purchase in order to HART ENERGY PUBLISHING in early September 2012. The period of performance for this award will consist of a twelve (12) month base year with the option to extend for up to a year. Total performance, if the option is exercised, shall not exceed 24 months. This award will not exceed the Simplified Acquisition Threshold. Performance shall commence no later than 15 days from the date of award. HART ENERGY will provide access to newsletter suites and information services. The newsletter package will provide 31 users access to: Diesel Fuel News, Ethanol & Biodiesel News, Global Refining & Fuels Today, Gasification News, Midstream Monitor, E&P magazine, Oil&GasInvestor.com, Refinery Tracker, A-DCenter.com, and UGCenter.com. The information services include access to the Global Biofuels Center (GBC) for four (4) users, and access to the International Fuel Quality Center (IFQC) for three (3) users. HART ENERGY is uniquely qualified, having provided diverse informational products and coverage of the global energy industry since 1973. Their timely data is the best value for the government. This purchase is meant to support the DOE mission (Office of Fossil Energy, Office of Policy and International Affairs, Office of Electricity, and EIA) and maintain the public trust. Market research has revealed no other service with as comparable a package of publications from any other single vendor. Also, there were no substitutes found for Diesel Fuel News, Midstream Monitor, and the International fuel Quality Center. The North American Industry Classification System (NAICS) code for this requirement is 424920 - Book, Periodical, and Newspaper Merchant Wholesalers. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; however, interested parties may submit a capability statement or quotation, which shall be considered by the agency by Tuesday, September 4, 2012 at Noon, 12:00pm (Eastern) via e-mail to Danielle.Hicks@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
