Description

This is a combined synopsis/solicitation for commercial items under FAR part 12 and simplified acquisitions in FAR part 13. This announcement constitutes only the solicitation; quotations are being requested and a written solicitation will not be issued. This is a total small business set-aside. The NAICS code is 541519 with a size standard of $25.5 million. The VA Pittsburgh Healthcare System (VAPHS) has a need for approximately 385 hours of training to VAPHS staff to better utilize the IRB submission package in accordance with the Statement of Work (Attachment A). The estimated hour's breakdown is included in Attachment B. VAPHS's Research & Development Office purchased and implemented the Huron Click Portal software to fully automate the Institutional Review Board (IRB) process. The provisions and clauses in Attachment E are included in this solicitation and will be incorporated in the contract. Instructions for Submitting Your Quote If you decide to submit a quotation in response to this RFQ, please ensure that you have read the all documents, completed the past performance document (Exhibit D) and then submit your quote by the date and time indicated in this announcement. All questions and quotes are to be emailed to Mark.Anderson7@va.gov. It is in the government's best interest to review this solicitation based on a Best Value decision. Quotes that are overly verbose include marketing material, or non-essential graphics may distract from the evaluators ability to ascertain compliance with the RFQ and are strongly discouraged and may be removed before sending forward for technical evaluation. Quotations shall include the solicitation number (VA244-12-R-1563), the proposed unit price, the proposed extended price, any prompt payment discount terms, company name, point of contact, address, phone number, fax number, tax identification number, DUNs number, and size status (i.e., small business, disadvantaged business, women owned, HUBZone, etc.). If offeror decides to offer any additional supplies and/or services not included in this solicitation, item(s) must be included in price quote as an additional line item(s). All additional line items will be considered optional line items. All sources must submit a quote with required Offeror Representations and Certifications by August 28, 2012. Quotes received after that time may not be considered. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is determined by the Contracting Officer to be most advantageous to the Government in accordance with FAR 13.106. More information regarding the evaluation procedures being used can be found in Attachment C.
