Description
Limited Sources J&A FAR 8.405-6(b)(1) - Only one source is capable of responding due to the unique or specialized nature of the work. This Special Notice is notification that the Internal Revenue Service (IRS) intends to award on a limited source basis to Noblis, Inc. a contract for Telecommunication Support Services - Independent Verification and Validation (IV&V) and Engineering Services. The acquisition is being conducted under the statutory authority of FAR 8.405-6 and Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, Et Seq.) and Title 40 U.S.C. 501; FAR 8.405-6(b)(1) - Only one source is capable of responding due to the unique or specialized nature of the work. Solicitation No TIRNO-12-R-00039 The award will be issued on a limited source basis to Noblis, Inc. 3150 Fairview Park Drive, Falls Church, VA 22042 for objective independent verification and validation (IV&V) support and engineering services, to monitor and evaluate all aspects of the IRS Network Convergence program. The IRS is requesting Noblis, Inc. to continue to support the IRS Network Convergence acquisition in the deployment of the Network Convergence Solution to be awarded in Q4 FY 2012. Time, objectivity, and knowledge considerations: Noblis' knowledge and experience with the Agency's existing telecommunications infrastructure, the Convergence program objectives, the Convergence contract, as well as its experience with similar IRS transition-related projects is key to ensure that we can complete the project successfully and within the aggressive timeframe. No other contractor possesses the necessary combination of qualifications and experience required. As a nonprofit 501(c)3 organization, Noblis is committed to providing impartial work in the public interest. Noblis does not represent or resell commercial hardware or software, nor does it represent any commercial interests as a third party reseller or equivalent. Noblis avoids business relationships with commercial entities. Operating as a non-profit organization, Noblis is not subject to future mergers, acquisitions, or other commercial restructuring that could result in a change in its conflict free posture. Noblis has extensive knowledge and experience with IRS including work experience with Enterprise Networks since 2005 and brings the unique qualifications and expertise to this project. Noblis' extensive knowledge and past experience with the IRS Convergence Program puts the company in a unique position to add significant value to this phase of the project. Noblis is currently providing support for the acquisition of a long-term contract vehicle for products and services associated with convergence, and they are providing technical advisory and engineering support for the convergence-related pilots - both of which are Convergence Program Phase I objectives. Noblis has provided program management and IV&V support to other IRS telecommunications transitions, including contract management, inventory validation and management, billing/invoice data and the ELC process. Noblis' experience and knowledge with similar IRS projects, as well as its close association with the Convergence program will ensure that the Convergence contract performance meets program objectives, and will ensure a successful enterprise rollout. In addition, Noblis will leverage staffing resources that were directly involved in the development of the long-term convergence strategy, the development of the Convergence RFP, the CPC Deployment project, and previous IRS transition-related projects. Leveraging this knowledge and experience will reduce the project "ramp up" time, reduce costs, increase overall efficiency and ensure success of the project. The period of performance will be a base year and two option years. Based on the above, the justification is certified as complete and accurate by the technical requirements personnel to the best of the technical personnel and the Contracting Officer's knowledge and belief. In response to this notice, all responsible sources may submit a capability statement which shall be considered by the agency. Capability Statements, correspondence or questions can be e-mailed to Lanny L. Turner@irs.gov no later than 10 business days from the published date of this announcement. Telephone inquiries will be considered non-responsive. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to Noblis, Inc.
