Description
The 97th Contracting Squadron, Altus AFB, Oklahoma, intends to acquire "aquatherm - climatherm SDR 11" polypropylene piping for hydronic use, PP-R (polypropylene random), manufactured by Aquatherm in Germany, for a construction project to replace a boiler, chiller, pump and associated piping at Bldg 130 on Altus AFB, OK. IAW FAR 25.202(b) the findings to justify the Nonavailability exception at FAR 25.202(a)(2) are hereby posted. The above-described piping is not manufactured in the United States in sufficient and reasonably available commercial quantities and of satisfactory quality. No other piping material produced in the United States matches the quality of the PP-R (polypropylene random) material for physical durability and chemical stability. In addition, this piping has significantly better insulation properties than steel or cooper; can reduce heat loss (or heat gain) by as much as 50%; is environmentally friendly (recyclable); has a very long life expectancy; is easier and quicker to install than metal pipes; has less friction and less pressure loss than metal pipes; and contributes better overall to energy conservation. It is determined that the provisions of the Buy American Act (41 U.S.C. 10a-d) are inapplicable to the articles enumerated above or the purchase thereof and that the same may be purchased without regard to said Act. If you believe you can provide the subject piping manufactured in the United States in sufficient quantities and satisfactory quality please provide supporting information and documentation to Mr. John Haberlach at john.haberlach.1@us.af.mil or to Mr. Barney Butte at barney.butte@us.af.mil by 1500 CST on Wednesday, 22 August 2012.
