- The National Institute of Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS)-Mouse Imaging Facility (MIF) intends to negotiate and award on a non-competitive basis purchase order to Bruker-Biospin Corporation, 15 Fortune Drive, Billerica, MA 01821-3923 for Broker MRI service to de-energize a 7T MRI magnet in the MIF and re-energize in a different location. In preparation for the installation of a new 9.4T magnet, the 7T magnet must be shifted to a different location in the MIF. It cannot be moved while energized. In order for a new magnet to be delivered and sited, a 4.7T magnet presently at the mouse imaging facility will be decommissioned. The 7T21 magnet will be moved from its present bay to the bay occupied by the 4.7T magnet. The process will require (1) de-energizing the magnet, (2) warming it to room temperature and installing shipping restraints, (3) removing the restraints after the move, (4) cooling the magnet down, (5) re-energizing the magnet, (6) adjusting the superconducting cryoshims so the magnetic field meets the Bruker specification. Bruker-Biospin is the manufacturer and sole distributor of the 7T MRI system. Bruker-Biospin does not allow third parties to perform service/maintenance contracts. The acquisition is being conducted under simplified acquisition using FAR Part 12 procedures and exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice solely with the discretion of the Government.
