Description
Statement of Work for New DPS' for NOAA Ships OSCAR DYSON and HENRY BIGELOW The National Oceanic and Atmospheric Administration (NOAA) seeks information on small business vendors who are capable of providing Dynamic Positioning systems for NOAA ships OSCAR DYSON and HENRY BIGELOW, in accordance with the attached Statement of Work (SOW). The applicable NAICS is 334511 with a small business size standard of 750 employees. Interested small business vendors may identify their interest and provide adequate evidence of their capability to respond to this requirement to Michelle Blake at michelle.blake@noaa.gov no later than 4:00 PM EST on Wednesday, August 22, 2012. DPS' to be provided by the vendor shall be the most recent version currently in production that has been fully tested and installed on a minimum of ten vessels of the same or larger size than NOAA ships OSCAR DYSON and HENRY BIGELOW, and having the same general propulsion configuration; that is, a diesel electric system and a minimum of one bow thruster. The new system shall be fully supportable by the vendor for a minimum of fifteen (15) years before a new DP system will need to be installed. However, a small upgrade to the DP computer/controller between ten and fifteen years will be acceptable. The DPS' shall replace current Navis In Control Model IVCS 2003 systems already installed on board the vessels; therefore, there is a requirement for the new system to interface with certain existing systems in accordance with the SOW. NOTE: The applicable NAICS of 334511 must be included in the vendor's NAICS listing within the System for Award Management (SAM) to further indicate the vendor's standing with regard to the NAICS size standard. this notice is not a request for competitive proposals. A determination by the Government as to how best to solicit (small business set aside, unrestricted, etc.) for the proposed procurement based upon responses to this notice is solely within the discretion of the Govenrment. It is, however, anticipated that a combined synopsis/solicitation containing this detail will be issued shortly after the expiration of this sources sought notice.
