- Dissolved Set Aside This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is FA6606-12-T-0003. The North American Industry Classification System (NAICS) Code is 541620. The Government anticipates award of a firm fixed price contact. Westover ARB requires a chlorination booster system impact study. This requirement consists of all necessary personnel, facilities, equipment, and materials to investigate an appropriate location, obtain regulatory permits, and assess the impact of a booster chlorination system on basewide chlorine residuals throughout the distribution system over a period of 30 days. The chlorinator shall be a PPG Industries "Accu-Tab" tablet chlorination system Model 2075P or equivalent. The system shall be paced from a SCADA connection. Upon the date of purchase, the chlorinator system shall become the property of Westover ARB. This requirement must comply with all the requirements set forth by the Department of Defense (DOD), Air Force (AF),federal, state, local, and EPA regulations. Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. The Government anticipates a firm fixed price, single award contract from this solicitation. To receive an award of contract the offeror must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR number in order to register with the Online Representations and Certifications Application (ORCA) website. Offers shall be submitted NO LATER THAN 12:00PM, 7 September, 2012, to the Westover Air Reserve Base Contracting Office, ATTN: Dawn Whelan, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA 01022.
