Description
Product Manager Soldier Protective Equipment (PM-SPE), located at Ft. Belvoir Virginia, is conducting a market survey/request for information (RFI) for the development and production of variable transition spectacles and goggles capable of meeting military combat eye protection (MCEP) standards, as part of the Soldier Protection System (SPS). Additionally, this RFI is intended to gather industry feedback on the draft Transition Combat Eye Protection (TCEP) specification. The SPS shall provide the Soldier multiple levels of ballistic protection that can be tailored to select mission profiles, and against specific threats from conventional fragmenting munitions, small arms ammunition, and blunt impacts. Soldiers equipped with SPS shall be able to accomplish a broad range of missions. The versatility of the system shall enable the Soldier to quickly transition from one mission type to another without degrading the momentum of small unit operations. The SPS shall protect soldiers involved in major combat operations, stability operations, homeland security operations, joint operating concepts, and joint-force functional concepts. Technical requirements are provided in the attached draft purchase description (PD). Significant changes from previous eye-ware requirements involve the addition of a transition lens, and an increase in ballistics performance. The spectacle should provide an increase in ballistic protection of 10%; the goggle should provide an increase in ballistic protection of 5%. It should be noted that the draft PD states compatibility with the universal prescription lens carrier; this is not a requirement for initial information submission. Instructions and Response Guidelines: This market survey/RFI is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Quotation, or Request for Proposal. This RFI should not be construed as a commitment of any kind by the U.S. government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any company or entity that responds to this announcement. The Government requests that vendors provide a level of interest in participating in a potential competitive acquisition, a rough order of magnitude (ROM) unit price for items in the PD, and information on their ability to meet all requirements of the PD. Interested vendors shall submit all responses via email by 3:00PM Eastern Standard, 05 September 2012.
