STATEMENT OF WORK Conserve Thomas Edison's Personal Books at Glenmont Thomas Edison National Historical Park June 8, 2012 Table of Contents SECTION 1.0 Background SECTION 2.0 Scope SECTION 3.0 Objectives SECTION 4.0 Tasks SECTION 5.0 Delivery SECTION 6.0 Government-Furnished Property SECTION 7.0 Security SECTION 8.0 Place of Performance SECTION 9.0 Period of Performance 1.0 BACKGROUND The purpose of this statement of work is to complete condition assessments, conservation, and treatment reports for 51 of Thomas Edison's personal books, which will assist the park in achieving their overall goal to preserve and protect the collection for future generations. Thomas Edison National Historical Park (EDIS) is a National Park Service site located in West Orange, New Jersey. The aforementioned books are located in Thomas Edison's home, Glenmont, located in a private residential community known as Llewellyn Park. Edison's 29 room mansion houses historic artifacts that belonged to Thomas Edison and his family. All work areas are accessible by stairs. Contractor shall perform work in accordance with National Park Service Museum Standards. Work must be completed by a professional book conservator with previous book conservation experience. Contractor must use work methods in accordance with National Park Service Health and Safety Standards, submitting a safety plan as a requirement of the project. Contractor is required to present proof of insurance in the coverage amount of $50,000, including when objects are in transit and when objects are taken off-site for conservation. Background materials attached to the scope of work include a copy of House Rules for Contractors which identifies specific guidelines that must be followed by contractors when they work on-site. In general, no food, drink, or smoking is permitted within site work areas. Contractor must protect-in-place adjacent artifacts in immediate work areas as needed, and not store project equipment on-site during the course of the project. Contractor shall be responsible for removal of all trash debris on a daily basis. Hot work is not permitted on-site which includes the use of any heat guns or other heat generating equipment. 2.0 SCOPE 2-1The project includes the conservation of 51 books that belonged to Thomas Edison located both in the second floor Family Living Room in his home, Glenmont. Contractor must also complete a condition assessment survey and conservation report for all of the conserved items, providing two paper copies and one electronic copy of each document for park files. 3.0OBJECTIVES 3-1The goal is to conserve 51 books of significant historic relevance that were owned and used by Thomas Edison. Results of the project will improve the condition and preservation of 51 items in the site's collection and enable the park to return some books to exhibit status. The end products, namely the condition assessment surveys and treatment reports, will enable the park to improve documentation for these objects as well as help the park prepare for future book related projects. 4.0TASKS 4-1Based upon the individual needs of each book, the contractor shall complete the conservation of cloth board and leather bound volumes. Contractor shall rebind books, as needed, using appropriate museum techniques and approved materials. Contractor must also stabilize foxing on paper pages, stabilize leather rot, re-adhere loose or fragmented pieces on cover or spines, and clean books as needed. Consequently, completed objects will be returned in the same fashion (by courier or conservator) and be received directly by an NPS staff member at Glenmont for immediate receipt and inspection. Books will be removed off-site for conservation in maximum increments of twenty six books at a time. Packing costs and transport by an insured museum transportation company (for outgoing and return trip) will be included in the firm fixed price provided by contractor. Off-site studio work must take place in an insured facility and a certificate of insurance protecting the books must be provided to the NPS in the amount of $50,000. The cost of the required insurance policy will be included in contractor's firm fixed price for completion of the services. A loan form will be initiated by the Government and completed by both the contractor and the government for each series of books. A receipt of property, signed by both parties, will verify transfer of responsibility for objects to contractor for off-site conservation and receipt of delivery upon return to the site. 4-6All work must comply with the Code of Ethics and Standards of Practice of the American Institute for Conservation. 5.0DELIVERY 5-1The work of this section consists of submittal requirements before start of work. A.If conservation treatment will be conducted on-site at Glenmont, prior to beginning work, the Contractor shall submit site safety plan and must attain the approval from the Park Safety Officer before on-site work may begin. A format for a Safety Plan is available upon request. a.All work on the site shall be in compliance with the applicable OSHA regulations. If contractor will use a respirator, contractor must provide a copy of respirator certification, according to OSHA regulations. 5-2During work progress the Contractor shall furnish: A. Individual Condition Assessment Surveys: The contractor must generate two paper copies and one electronic copy of the individual condition assessment survey for each book to be treated, to be added to the permanent records of the park for future use. Condition assessments will identify book by catalog number and location, assign a condition level to the book, and make recommendations for treatment. B. Upon Request: Daily report detailing work attempted or accomplished 5-3At the conclusion of the contract the Contract shall provide the following: A. Conservation Treatment Report: Contractor shall generate and submit two paper copies and one electronic copy of a final treatment report for each book, which will be added to the permanent records of the park. This treatment report must identify book by catalog number, describe treatments and materials used to conserve book, and include before and after photos of the object. The project is not considered to be complete until all end product reports are received by the park. 5-4Submit all delivery requirements to the Contracting Officer's Representative. 6.0GOVERNMENT FURNISHED PROPERTY 6-1The government will not provide any packing materials or labor for packing and unpacking of objects. The contractor is responsible for the cost and acquisition of all project related materials. Transportation of the objects, and related expenses, are the responsibility of the contractor. 7.0SECURITY 7-1Contractors and their team shall be escorted at all times by a National Park Service staff member while they are working on-site. This is a standard policy that applies to all guests and visitors at the site. Backpacks and bags are subject to inspection. Contractor team members may be required use a sign in sheet to log their on-site hours. Contractor will be required to submit a roster supplying the names of participating team members prior to the start of any on-site work. Parking location is subject to security issues and will be handled on a case by case basis. 8.0PLACE OF PERFORMANCE 8-1LOCATIONS: A.On-site work will be completed at the following location inside Thomas Edison National Historical Park: 1.Pick up of objects, packing of objects, drop off of objects, and unpacking of objects will be completed in Glenmont, Llewellyn Park, Thomas Edison National Historical Park, West Orange, New Jersey. 2.Pick up/drop off/packing may only be done Monday through Thursday between the hours of 9:30 am and 3:00 pm, excluding holidays, by appointment only. Return and transportation schedule of objects are subject to weather conditions. 8-2CONTRACTOR'S USE OF PREMISES: A.Contractor may park vehicles in the visitor parking lot adjacent to the site. Contractor may pick-up and drop-off supplies and equipment within the laboratory courtyard. B.All work shall be completed in such a way as to protect museum objects and historic structures. See attached Rules for Contractors in Historic Buildings. 8-3SALVAGED MATERIALS A.Salvaged materials will be retained by Thomas Edison National Historical Park, unless otherwise authorized by the NPS. 9.0PERIOD OF PERFORMANCE 9-1Contract must be completed six months after date of award, including completion of all conservation, delivery of two final paper copies and one electronic copy of the condition assessment reports and the delivery of two paper copies and one electronic copy of the treatment reports to the site's Supervisory Museum Curator/COR. Upon completion of the conservation, contractor must return conserved books to their original locations at Thomas Edison National Historical Park within their shelving units at Edison's home, Glenmont in order for project to be deemed complete. 10. RULES FOR CONTRACTORS IN HISTORIC BUILDINGS Food, drink, or gum chewing are not permitted in the historic buildings. Debris and staining left behind can permanently damage museum objects. Smoking is not permitted. Do not attempt to move or touch anything in the museum. Museum objects are too weak for functional use. We do not use historic sinks, bathrooms, ladders, chairs, or tables. Alternate work hours are subject to approval. Please review your daily work plans at your morning meeting with the assigned NPS staff member. Any alteration to a historic structure such as a hole, insertion of a nail or bracket, an alteration of a trim or surface must first be approved by the NPS to ensure compliance with the National Historic Preservation Act. Protective barriers must be used between your equipment and museum surfaces. Clean blankets and plastic must protect the historic interiors from scratching, dents, and liquid spills. Surfaces of museum objects should not be used for storing tools. Protective barriers in doorways and on floor surfaces must be used to protect plaster or dust from entering into non-work areas. Tours and museum staff may be entering into your work area. Do not block doorways or emergency exits with your equipment or supplies. Do not set up equipment near fragile objects. No open flames are permitted in any of the buildings or on the grounds. If you plan to use any equipment that emits heat or creates a spark, you must receive ADVANCED PERMISSION from the NPS. These include use of heat guns, stripping guns, electrical drying tools, heaters, and welding torches. Procedures for hot work are strictly enforced. Work occurring in close proximity to a fire detector or sprinkler pipe that generates heat, dust or debris requires advanced notice in order to prevent accidental activation. Chemicals and other flammable materials, such as those containing butane or alcohol, cannot be left overnight in the historic buildings and must be stored in a designated safety zone during work hours. MSDS sheets are required for on-site chemicals. Rags must be stored in regulation non-combustible fire canisters. Unless advanced arrangements are made, trash must be removed at the end of each work day. Electrical service is limited in historic buildings. Arrangements must be made in advance to use electrical equipment. Electrical equipment must be in satisfactory shape, including no use of frayed or damaged extension cords. Do not leave construction lights or equipment on or plugged in while unattended. A National Park Service employee must escort you at all times when in the buildings. This is a standard policy that applies to all guests and visitors at the site. Please notify the NPS of any injuries or safety issues that arise during your work day. Have your fire extinguisher handy and know your emergency exits in case of an emergency. Follow instructions from NPS staff when an alarm sounds. Parking is limited.
