- The RFQ will be a Sole Source Requirement: HDL RESEARCH LAB INC.,(Cage Code 66015), manufacture of this part requires special test and or inspection facilities to determine and maintain ultra-precision quality for its function or system integrity. This Part requires special test and /or inspection facilities to determine and maintain ultraprecicion quality for its function or system integrity. Substantiation and inspection of the precision or quality cannot be without such specialized test or inspection facilities. Adequate technical data is not available for this acquisition. All offeror's must meet pre qualification requirements in order to be eligible for award. Firms that recognize and can produce the required items described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the web site www.redstone.army.mil/cmo/ and looking under standard aviation and missile source approval request (SAMSAR). All responsible sources may submit an offeror which shall be considered by the agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. THIS ACQUISITION CONTAINS TECHNICAL DATA WHOSE EXPORT IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, USC., SEC 2751 ET SEQ) OR THE EXPORT ADMINISTRATION ACT (TITLE 50, USC., APP 2401-2402) EXECUTIVE ORDER 121470. THIS INFORMATION CANNOT BE RELEASED OUTSIDE THE UNITED STATES WITHOUT PRIOR APPROVAL OF THE GOVERNMENT. Note 22 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
