- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation #W911S6-12-T-0030 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. All firms responding must be registered with the Central Contractor Registration (CCR)/System for Award Management (SAM). Description: This requirement is for student intern support. The period of performance is anticipated to be a one-year base period and two one-year option periods to begin as soon as possible after contract award. Performance Work Statement (PWS) Student Intern Support Program Vision Statement: Successfully executed projects and well-trained interns. 1 Introduction This is a non-personal services contract to provide student intern support for the Test Engineering/Integration Division at Dugway Proving Ground (DPG). 1.1 Mission Reserved 1.2 Background Student intern support is used in the Test Engineering/Integration Division for two general reasons. First, students work on projects that are relevant to the moving forward of technology and method development at DPG. Second, is to develop a pool of well-qualified and trained individuals when filing future civil service or contract billets. Student intern support has been very successful in past years. The program has resulted in successfully executed projects and well-trained interns that have come to work at DPG already integrated into the work environment. These workers have proven to be excellent employees requiring little initial job training to begin work. 1.3 Scope This requirement is for a student intern support program for the Test Engineering/Integration Division at DPG for a one-year base period and two one-year option periods. The student intern program will support two electrical engineering students for the base period of one year and two to four students in option years one and two as funding permits. University faculty will nominate students for the intern positions. Students must be electrical engineering majors in at least in their junior year. DPG Test Engineering/Integration Division personnel will make the final selections. University faculty and the selected interns will propose projects that are relevant to improving Chembio detection systems including remote sensing and point sensing systems and methods. Upon project approval by DPG Test Engineering/Integration Division personnel, student interns will work on the project/s. Depending on the nature of the approved project/s, one or more projects may be completed during a year. Student interns are expected to work on the project/s10 hours per week during the school year and 35 hours per week during the summer. All work will be performed at the University. DPG Test Engineering/Integration Division personnel will make bi-weekly visits to the University to monitor the interns' progress on the project/s. The University must be within local commuting distance (90 miles) from DPG to facilitate these visits. In addition, weekly project status reports shall be submitted to the Contracting Officer's Representative (COR) with a final project report submitted upon project completion. 2 General Requirements This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort. 2.1 Non-Personal Services The Government shall neither supervise University employees or student interns nor control the method by which the University performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual University employees. It shall be the responsibility of the University to manage its employees and students and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the University believes that any actions constitute, or are perceived to constitute personal services, it shall be the University's responsibility to notify the Procuring Contracting Officer (PCO) immediately. 2.2 Business Relations - Reserved Reserved 2.3 Contract Administration and Management The following subsections specify requirements for contract, management, and personnel administration. 2.3.1 Contract Management The University shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. 2.3.2 Contract Administration The University shall establish processes and assign appropriate resources to effectively administer the requirement. The University shall respond to Government requests for contractual actions in a timely fashion. The University shall have a single point of contact between the Government and Contractor personnel assigned to support the contract. The University shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement. 2.3.3 Personnel Administration - Reserved Reserved 2.4 Subcontract Management The University shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. 2.5 Contractor Personnel, Disciplines, and Specialties The University shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The University shall match personnel skills to the work or task with a minimum of under/over employment of resources. The University shall ensure the labor categories as defined in the Labor Categories document (see attachment), labor rates, and man-hours utilized in the performance of each task issued hereunder will be the minimum necessary to accomplish the task. The University shall provide the necessary resources and infrastructure to manage, perform, and administer the contract. 2.6 Location and Hours of Work All work shall be accomplished at the University. The location of the University must be within local commuting distance of DPG (90 miles) to facilitate bi-weekly project status meetings by Test Engineering/Integration Division personnel. The University shall accommodate bi-weekly project status meetings at the University during normal DPG operating hours of Monday - Thursday, 7:00 AM - 5:00 PM. 2.7 Travel / Temporary Duty (TDY) - Reserved Reserved 3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract. 3.1 Student Intern Support Program University shall provide a student intern support program to include all intern wages, university office space, university laboratory equipment, office supplies, and equipment as required for interns to work on DPG approved projects. University faculty shall provide day-to-day project oversight. It is the University's responsibility to ensure an adequate number of student interns are available to work on the proposed project/s. 3.1.1 Intern Recommendations. University faculty shall recommend electrical engineering students for the intern positions to the COR. The DPG Test Engineering/Integration Division Personnel shall make the final intern selections. Performance Standards a) STD: No later than 30 days after award of contract or Government notification. AQL: 100%. Deliverables A001 Intern Recommendations 3.1.2 Project Proposals. Student interns, along with faculty members, shall propose projects that are relevant to DPG's mission for students to work on. Proposals shall be submitted to the COR. DPG Test Engineering/Integration Division personnel will review the proposed project/s. Work shall not commence on projects until approved by DPG Test Engineering/Integration Division personnel. Performance Standards a) STD: No later than 30 days after interns have been selected. AQL: 100% within 30 days Deliverables A002 Project Proposal 3.1.3 Work on Projects. Student interns shall perform work on projects that are relevant to improving ChemBio detection systems. Work includes remote sensing and point sensing systems and methods. Interns will work on projects in areas such as circuit design and testing, computer programming, experimental setup and execution, and hardware control coding. DPG Test Engineering/Integration Division personnel anticipate making bi-weekly visits to the University to monitor progress on the project/s. The University shall ensure the availability of faculty and student interns during theses visits by DPG Test Engineering/Integration Division Personnel. In addition, student interns and assigned University faculty shall be available for email and telephone communication on a regular basis. Once a proposed project has been approved, the COR and University shall determine a suitable schedule for visits and email/telephone communication based on the nature of the project. Performance Standards a) STD: Perform work on projects and monitor progress. AQL: 100% Deliverables A003 Project Status Reports A004 Final Project Report 3.2 Personnel Reporting Manpower Data Reporting in accordance with the Department of Army Personnel Reporting Requirements. 3.2.1 Personnel reporting in accordance with the Department of the Army Personnel Reporting system. The contractor shall report all contractor personnel (including subcontractor personnel if applicable) required for the performance of this contract at https://cmra.army.mil as instructed within the provisions/clauses section of the solicitation/contract.
