- Map SF-1449 US ARMY CORPS OF ENGINEERS RECREATION & NATURAL RESOURCES BRANCH NORTHERN HEADWATERS SECTION LAKE WINNIE RECREATION AREA 34385 US Hwy 2 West Grand Rapids, MN. 55744 218-327-4027 DESCRIPTION/SPECS/PERFORMANCE WORK STATEMENT FISH CLEANING HOUSE AT LAKE WINNIE LAKE WINNIE RECREATION AREA 1. GENERAL. 1.1. Scope of Work. The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor and transportation and performing all work in strict accordance with the specifications and in accordance with federal, state and local laws and regulations. All work materials and services not expressly called for in the specifications or shown on the drawings but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor at no increase in price to the Government. 1.3. Description and Location. Lake Winnie Recreation Area is a Corps of Engineers managed area that includes a dam, campground, boat ramp, picnic area, playground, toilet facilities, potable water, etc. It is located adjacent to the Mississippi River at the outlet from Lake Winnie on County Hwy 9 two miles south of Hwy 46 and nine miles north of Hwy 2 in Itasca County.   2 SPECIFICATIONS 2.1 Building Size 10 Feet Wide by 12 Feet Long 2.2 Concrete Floor Concrete mix shall have a minimum rating of 4,000 pounds square inch Minimum 5 inch slab with thickened edges Thickened edge shall be minimum of 20 inches wide by 12 inches deep Number 6 gauge highway steel mesh shall be install 2.5 inches above the ground and tied into the thickened edge rebar Thickened edge shall have 2 runs of ½ inch rebar centered in the thickened edge and spaced 4 and 8 inches above the ground A 39.5 inch Long by 4.5 inch Wide flush mount Storm Drain with removable Grate and a 4 inch PVC drain line adapter shall be located 24 inches from the back/south wall and 24 inches from the side/east wall in the SE corner of the floor The floor shall have a smooth finish and be sloped towards the drain so all water runs to the drain A 2 inch schedule 40 PVC sink drain shall be centered on the wall under the SE Corner Sink so it can drain to the floor drain A concrete sealer shall be applied to floor according to the manufacturer's recommendations The topsoil shall be removed and the ground compacted and a minimum of 12 inches of sand placed under the slab to reduce movement Material shall be placed in maximum 6" lifts and compacted with hand operated or self propelled standard construction equipment used to compact soils. Compaction shall require a minimum of four passes with the compaction equipment. Top surface of the slab shall be 6 inches above grade. 2.3 Apron and Sidewalks The concrete apron shall run the width of the building, be five feet long, and five inches thick with highway steel mesh reinforcement. The apron shall have a smooth surface and a gradual slope away from the building. Expansion material shall be installed the full length between the building and the apron, the apron and sidewalks, and the sidewalks and tar road. The sidewalk shall be 5 feet wide by 3.5 inches thick with highway steel mesh reinforcement. The sidewalks shall have expansion grooves every 4 feet. A concrete sealer shall be applied to the apron and sidewalks according to the manufacturer's recommendations The topsoil shall be removed and the ground compacted and a minimum of 6 inches of sand placed under the apron and sidewalks to reduce movement. 2.4 Block Walls Block walls shall be 4 feet tall Block shall be 8 inch Rocked face texture on the outside and smooth finish on the inside Block color shall be grey with matching grout Door opening to accommodate 36 inch screen door centered on the north gable end Utilize 8 inch galvanized Durowall or similar product to strengthen block wall Core fill blocks with concrete mix A block sealer shall be applied to both the inside and outside of the block walls according to the manufacturer's recommendation. 2.5 Treated Stud Walls Treated stud wall shall be made from 2" x 6" lumber 4 feet in length Studs shall be located 2 feet on center Single treated bottom plate Double treated top plate Bottom plate shall be anchored every 4 feet to block wall with a anchor bolt (right angle bend) minimum size ½D X 8L X 2C X 4T 2.6 Screening Fasten 48 inch aluminum bug screen to the exterior of the treated stud wall to allow air flow through the fish house and to prevent bugs from entering Over the top of the aluminum screen fasten 48 inch galvanized after welded ¼ inch by ¼ inch 23 gauge hardware cloth to prevent the screen from being vandalized The screen and hardware cloth shall be held in place with 1 inch by 2 inch rough cedar trim boards fasted to the exterior of the treated stud wall   2.7 Gable Ends above the Screening Install 1 inch by 8 inch beveled cedar siding according to the manufacturer's recommendations; fasten the siding with a "split less" galvanized ring shank siding nail. 2.8 Screen Door The screen door shall be a heavy duty 36 inch X 80 inch ADA accessible door and handle with closer and it shall have a top and bottom screen protector. 2.9 Trim Install cedar 1 inch by 4 inch trim boards at the corners, around the door and on the bottom sill plate. The cedar trim used on the sill plate should be installed flush with the top of the treated plate and extend down over the textured block 1¾ inches 2.10 Roof Construct a 4/12 pitch roof with roof trusses located 2 foot on center Roof shall have a 1 foot overhang on the gable ends and eves Minimum roof sheathing shall be ½ inch CDX plywood Install a 1 inch by 6 inch cedar fascia board Green metal drip edge to match the shingles Install 30 pound felt under shingles Use as a minimum a 30 year Architectural style dark Green asphalt shingle Box in all soffits with 3/8 inch rough sawn plywood to prevent insects from entering into the fish cleaning station 2.11 Stain All trim, fascia, soffits, siding and door shall be pre stained before installing to prevent accidental staining. The stain shall be a transparent cedar in color and must be applied according to the manufacture's recommendations. The stain and color of stain must be pre accepted by the COR before applying. 2.12 Tables Table tops shall be 1 inch deep by 24 inch wide High Density Polyethylene (HDPE) running the full length of the east wall and south wall. The poly top shall overhang the treated framing by at least 1 inch. The poly tops shall be fastened to the treated plywood from the underside so there are no holes in the Polyethylene cutting surface. An ADA accessible table with the Polyethylene top 1 inch deep by 24 wide by 48inch long shall be centered on the west wall. A backsplash from the same Polyethylene material shall be installed from the table tops up to the bottom treated sill plate and on the end of the 2 long tables. Treated 2 inch lumber shall be used to create the angle bracing supports and ½ inch treated plywood under the 1 inch polyethylene table top for support. The angle bracing shall be attached to the block wall and shall have no leg supports to the floor for the cleaning tables. See attached photo of existing table. A 33 inch 16 gauge Stainless Steel Corner Under mount Sink shall be installed with a drain and faucet in the SE corner. 2.13 Water The water supply line inside the building shall be ½ inch copper with a shutoff valve and a brass spigot for connecting a garden hose for rinsing down the tables and floor. The shutoff valve shall be installed before the spigot and the service to the sink so the water can be turned off to make repairs to the sink or spigot. The 1 inch water line shall be connected to the underground water line at the existing fish house which is about 25 feet from the location of the new fish house. Water line shall be buried to a depth of not less than 12 inches. 2.14 Electric The electrical service shall be installed according to County, and State Electric codes. One four foot fluorescent light shall be centered above each of the long tables and one centered above the handicap accessible table. The outside light shall be centered above the door and shall be operated off a photo eye. There shall be one GFCI outlet centered above each of the long tables and one centered above the handicap table. The inside lights shall be 4 foot fluorescent vandal resistant, energy efficient lights with safety lens covered fixtures. The outside light shall be a 70 Watt, 120 Volt, High Pressure Sodium mini wall pack, bronze in color. Wiring shall be copper with a minimum wiring size of No. 12 AWG and listed for use in wet conditions. Conduit shall be at a minimum PVC schedule 80. Outlets shall be Ground-Fault Circuit Interrupter Receptacles that are weatherproof. The light switch located at the door shall be a timed light switch. The electric shall feed be connected to the underground electric line at the existing fish house which is about 25 feet from the location of the new fish house. Electrical conduit shall be buried to a depth of not less than 24 inches 2.15 Drain Field The Government will furnish the Fernco 39.5 inch Storm Floor Drain for the fish house floor and the 18 inch by 30 inch AK Industries Sump Basin with lid. The Contractor will need to provide the 10 foot of 4 inch PVC drain pipe, elbows and connectors along with the 15 foot of 4 inch perforated drain tile, landscape fabric and 1.5 inch sewer rock to complete the drain field. The Contractor shall install a 4 inch solid PVC drain pipe to the floor drain and extend it out the back of the slab approximately 8 feet and connect it to the Sump Basin. The Sump Basin shall be flush with the ground so that a lawn mower can pass over the sump lid without damaging the Sump Basin. A 24 inch wide by 24 inch deep by 15 foot long trench shall be dug on the opposite side of the Sump from the fish house. The Contractor shall place about 12 inches of sewer rock in the bottom of the trench before placing the perforated tile down the center of the trench. The tile shall have a gradual slope away from the Sump Basin so the drain water can drain away through the sewer rock. With the perforated tile centered in the trench fill the trench with the sewer rock about 2 inches over the top of the tile. Place landscape fabric over the top of the rock and tile and fill the remainder of the trench with black dirt. See the attached drawing of the drain field. 2.16 Landscaping In areas where the topsoil was removed backfill with black dirt, level, and seed with a perennial lawn mix so that it can be mowed.
