Description
NASA/GSFC has a requirement for a six (6) month extension to contract number NNG10PH02C for continued Phase B/C/D support to develop Quadrupole Mass Spectrometer (QMS) and mechanical system design, perform required analyses, support fabrication and integration of the Neutral Gas and Ion Mass Spectrometer (NGIMS) instrument for the Mars Atmosphere and Volatile Evolution (MAVEN) Mission, from AMU ENGINEERING, Inc. under the authority of Only One Responsible Source. The MAVEN NGIMS requires that mechanical design changes be made to the Quadrupole Mass Spectrometer designed by AMU Engineering in order to satisfy the science requirements of the mission. MAVEN NGIMS requires mechanical engineering design and analyses for (a) the changes needed in the QMS; (b) the Radio Frequency (RF) module, the detector module, and the Main Electronics Box (MEB); and (c) the NGIMS packaging, mechanical structures and spacecraft interfaces.All components and systems listed above require proven, flight heritage or a high degree of design maturity. NASA/GSFC intends to modify the current contract with AMU ENGINEERING, Inc. for an additional six (6) months to maintain the services required for the mechanical engineering design and analysis of the above listed systems and components from AMU Engineering under the authority of Only One Responsible Source, due to AMUs unique capabilities and history as a partner in the completion of the NGIMS Phase A study. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 4, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
