Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/Mission Support Division, Norfolk, VA is issuing notice of intent to negotiate a sole source procurement with Markey Machinery Company, Inc. for upgrades to Markey DESS 3 Winch controller on board the NOAA Ship Oregon II. Since Markey Machinery Company, Inc. is the manufacturer of the winch, they are the only vendor capable of providing the required services. The required period of performance is January 22, 2013 through January 24, 2014. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. Markey Machinery Co., Inc. is the Original Equipment Manufacturer (OEM) of the Markey DESS-3 winch on board the NOAA Ship Oregon II. As the OEM, Markey Machinery supplies the direct replacements for the obsolete and unsupported 1370AR drive modules on board the NOSS Ship Oregon II's Markey DESS-3 Hydrographic winch. Markey Machinery is also the only known source for the upgraded controllers needed for the winch. These controllers are not available through either the General Services Administration (GSA) Contract or the Defense Supply Center National Stock Number (NSN) system. Any warranty or performance issues with these winches would put the Government at a severe disadvantage if another contractor were to provide the required services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 423830. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time, September 3, 2012. This notice of intent is not a request for competitive proposals.
