Description
The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), intends to award a sole source contract to the University of North Carolina at Chapel Hill, 104 Airport Drive, Suite 2200, Chapel Hill, NC 27599-5023 for the acquisition of Analysis of Impact of Graduated Drivers License (GDL) Requirements in North Carolina. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611310, Colleges, Universities, and Professional Schools. The period of performance for this procurement is 19 months. The Highway Safety Research Center at the University of North Carolina has been a leading research institute that has helped shape the field of transportation safety. The University of North Carolina has been performing research analyzing the North Carolina crash database for many years and is familiar with the specifics of the state database. University of North Carolina is an internationally recognized leader in teen driver safety and the effects of graduated driver licensing (GDL). A previous study found that GDL decreases crash risk among new teen drivers (16 year olds), but might increase crash risk for teens who are no longer under GDL (18 year olds). This has serious implications for teen driver policies across the nation. The current activity will take this research to the next step by analyzing North Carolina data month by month for the years 1991-2008. North Carolina is one of a few states that instituted GDL restrictions in 1997, so their data can be analyzed before and after the law. Each state is responsible for collecting, managing, and analyzing their police-reported crash data. The result is that there is no nationally mandated way to uniformly perform these tasks. Moreover, data collection changes over time within a state. This makes every state's data different than the next, and different over time within the state; therefore, experience analyzing a state crash database is a uniquely developed expertise. Consequently, a contractor who has not immersed themselves in the North Carolina state crash data over the last several years (study period 1991-2008) would have to develop the expertise needed for this activity before acquiring the expertise needed to perform this contract. The University of North Carolina is the only one known to possess all of the critical requirements necessary to successfully perform this project. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the University of North Carolina at Chapel Hill. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 2012-Q-15093 referenced in the subject line NO LATER THAN September 2, 2012. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
