Description
The U.S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA) intends to award to Infinity Signs & Graphix, LLC, 10721 Seneca Spring Way, Gaithersburg, MD, 20886 a contract using other than full and open competition for installation and removal of traffic safety messaging banners. Accordingly, NHTSA intends to award Infinity Signs & Graphix, LLC a One-Year Plus Four Option Years Firm-Fixed Price Contract for providing installation and removal of safety messaging banners outside U.S. Department of Transportation (DOT) headquarters building in support of NHTSA. The safety messages that will be highlighted are: Buckle Up America, Click it or Ticket, Pedestrian Safety, Child Passenger Safety, Distracted Driving, Bicycle Safety, and Motorcycle Safety. NHTSA will award this contract on a on a sole source basis to the Infinity Signs & Graphix, LLC, under the authority of FAR Part 12 Commercial Procedures and FAR Part 13 Simplified Acquisition Procedures. NHTSA's contract with Infinity Signs & Graphix, LLC, will support various NHTSA offices such as Office of Occupant Protection. Infinity Signs & Graphix, LLC, is the only known source able to satisfy the Government's requirement because they have more than ten years of demonstrated expertise in the signage and graphic production filed. They have the necessary equipment and supplies for both production of the banners as well as installation and removal of the banners on the light poles around DOT. This notice of intent is not a request for competitive quotes. However, interested persons may request in writing to the contact person below a copy of the quotation. The written response must detail information relating to the specific requirement being requested. Expressions of interest without sufficient detail to permit evaluation of ones ability to provide the service will not be considered. All capability statements must be received by the date and time designated in the solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quote from Infinity Signs & Graphix, LLC on a noncompetitive basis for the work described. Reponses must in writing must be received by the listed procuring office within 15 days from the date of publication of this notice.
