CONTACT INFORMATION IS WITHIN THE BODY OF THIS SOLICITATION******* This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. NASA/NSSC has a requirement for a course entitled Web-Based Electrostatic Discharge Training. The objective of the training is to train and certify MSFC employees on the proper use of Electrostatic Discharge (ESD) control techniques and methods necessary to safely protect electrical and electronic devices and assemblies from the devastating effects of static charge buildup and discharge. The course will cover how ESD is generated and controlled. The course shall be tailored to meet the needs of the NASA Marshall Space Flight Center (MSFC). The vendor will deliver two ESD course modules: Module 1: Introduction to Electrostatic Discharge (ESD) Control' and Module 2: 'Certification Training for Electrostatic Discharge Control'. The courses must meet NASA requirements for web-based training, which includes Section 508 compliance and compatibility with the SCORM 1.2 format of the SATERN Learning Management System. The vendor will deliver up to 100 additional pages of course content. The content must include MSFC-specific ESD requirements. Additional content may be added from other ESD training products provided by the vendor after review and approval by the MSFC technical point of contact. Course content will be an outright purchase with unlimited access. Course is to include customization to expand information and exam material and include an interactive glossary developed cooperatively with MSFC that is Section 508 compliant and integrated into the two modules. Vendor will provide the option to combine the ESD technical content into one course with a final exam or two stand-alone courses with separate final exams. The specifics of the two options will be addressed in discussions with the MSFC technical point of contact. In the final development stages, the selected option will include book-marking and glossary links. Vendor will provide the final product(s) to a limited number of MSFC employees to approve and verify course content and customization prior to installation of the final product(s) into the SATERN Learning Management System. Offeror should include a proposed course outline/curriculum that will address all requirements identified in the work stated above, is well thought out and utilizes appropriate instruction techniques or approaches. Offeror should provide the appropriate education, training and experience necessary to provide this course successfully. This acquisition is a small business set aside reserved exclusively for small businesses. The offeror shall state in their offer their size status for this procurement. A firm fixed price contract is anticipated. All responsible sources may submit an offer which shall be considered by the agency. This procurement will be conducted using the procedures set for in FAR Parts 12 and 13. Offers for the items(s) described above are due by September 5, 2012 by 3:30 p.m. CST to Candice C. Talley, Candice.C.Talley@nasa.gov, or faxed to 228-813-6891 and must include solicitation number, discount/payment terms, identification of any special commercial terms, and be signed by an authorized company representative. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2008), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-34. Talley, Candice.C.Talley@nasa.gov or faxed to 228-813-6891 no later than August 29, 2012. Telephone questions will not be accepted. Evaluation Offers will be evaluated pursuant to the requirements in FAR Part Subpart 13.106-2. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the training offered meets the Government's requirement. Each offerors quote shall include a listing of three occurrences providing the Web-Based Electrostatic Discharge Training course in the past three years. The dates of training for each of the three courses shall be provided. A point of contact reference including name, phone number and email address shall be included for each of the three courses taught. NASA/NSSC will contact each of the three references for each offeror to verify that the course was provided on the dates provided and that the course of instruction was satisfactory. Failure to provide three offerings including references of the Web-Based Electrostatic Discharge Training courses provided in the past three years will be deemed technically unacceptable. If a reference for an offerors Web-Based Electrostatic Discharge Training course states that the training was less than satisfactory, the offeror will be deemed technically unacceptable. NASA/NSSC will make multiple attempts to contact references.Offerors quote shall not exceed 10 pages in length. Any offeror that does not meet all of the requirements listed in the Evaluation section of this solicitation will receive an overall DOES NOT MEET and will be eliminated from further consideration and be deemed technically unacceptable. An ombudsman has been appointed -- See NASA Specific Note 'B'. It is the offeror's responsibility to monitor the following Internet site for the release of solicitation amendments (if any): http://prod.nais.nasa.gov/cgi-bin/nais/index.cgi. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).
