- THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The VA Medical Center Coatesville (VAMC) is issuing a Sources Sought Notice to determine if there are any Service Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB) or Small businesses (SB) that can provide all labor, tools, equipment, materials, and superintendence to perform testing, calibration and where possible make on-site repairs to two (2) 40,000 lbs/hr and two (2) 20,000 lbs/nr Gas/Oil fired, package, water tube Keeler Boilers at the Coatesville VA Medical Center. Contractor shall perform service to set combustion on all burners, with both fuels. Test/Calibrate all steam flow controls, draft controls, level controls, pressure transmitters and O2 analyzers. Contractor shall test, adjust and calibrate all controls on four (4) Keeler boilers during a three day period prior to the winter heating season and the Spring "reduced load" season. Contractor shall provide service to test, calibrate and where possible, make on-site corrections to four (4) Keeler boilers. Contractor shall perform testing and service on all safety control devices per the VA Boiler Safety Device Manual. Service to include: Engineering, documentation, site preparation, set-up, tooling and inspections on four (4) boilers, condensate, and DA tank. Inspections are to be performed twice per year. Contractor must meet all qualifications provided in the Department of Veterans Affairs Medical Center Boiler Plant Statement of Work, Technical Qualifications, Inspection, Testing, and Calibration Requirements and Reporting Requirements. No formal solicitation document exists at this time. The proposed NAICS code is 238220 and the size standard is $14 million. At this point in the procurement process the VA is performing market research to determine the interest of Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, Hubzone Small Businesses, Small Disadvantage Businesses 8(a) and Small Businesses. Interested firms fitting one or more of the Socio-economic categories should send their information by email to william.macdougall@va.gov no later than 2:00 pm Eastern Standard Time, August 23, 2012. Information should include: Name of your Company, POC name, phone numbers, email address, SAM/DUNS certification, and indicate status i.e. SDVOSB, VOSB, and/or Small Business, if claiming SDVOSB and/or VOSB status please provide VetBiz certification.
