- Synopsis for Tactical Support Equipment (TSE) or Tricom Research, (TRICOM) Multi-Band Amplifiers The Naval Air Warfare Center - Aircraft Division, Lakehurst, NJ (NAWCADLKE) intends to procure the following equipment: TSE, Multi-Band Amplifier; P/N: TSE-RAMP-25; QTY 107 OR TRICOM, Multi-Band Amplifier; P/N: TCR-MBA-25 This procurement will be acquired under a limited source competitive procurement between TSE and TRICOM for the equipment identified above under the authority of 10.U.S.C. 2304(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The solicitation will be open to the original equipment manufacturers (OEM) only. The multiband amplifiers identified above are the only known equipment to meet all of the minimum multi-band amplifier requirements for the Family of Special Operations Vehicles (FOSOV) Ground Mobility Vehicel (GMV) Project. The above referenced multi-band amplifiers can meet the following standards, certifications and testing requirements at time of contract award: 1. Electromagnetic Interference Military Standard (EMI/MIL-STD-461E) 2. MIL-STD-188-181 3. MIL-STD-188-183 4. MIL-STD-882D 5. Joint Interoperability Test Command (JITC) Certification for use with the Harris A/N-PRC-117F and the Raytheon A/N PSC-D radios; 6. Hazards of Electromagnetic Radiation to Ordinance (HERO) 7. Hazards of Electromagnetic Radiation to Fuel (HERF) 8. Hazards of Electromagnetic Radiation to Personnel (HERP) In addition, the Government does not own the technical data that is required to construct an identical unit that could meet JITC approval requirements, to allow for full and open competition. This will be a commercial item procurement to provide the Special Communications Requirements (SCR) Division Naval Air Warfare Center Aircraft Division St. Inigoes, MD with the above stated equipment. As a result of the solicitation, NAWCADLKE intends to award one firm fixed price contract. Award will be based on a determination of "Lowest Price Technically Acceptable". It is mandatory for offerors to register with the Central Contractor Registration (CCR) database. The CCR provides the DUNS (Data Universal Numbering System + 4 number) and the company's CAGE (Commercial and Government Entity) code that will be required to conduct business with the Department of Defense. The solicitation and applicable attachments will be posted to the NAVAIR homepage located at http://www.navair.navy.mil (Select "Business Opportunities" then "Open Solicitations") on or about 31 August 2012. Hard copies of the solicitation and amendments will NOT be mailed to the contractors.
