- This is a combined synopsis/solicitation for commercial items prepared in accordance with format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be released. The solicitation no. is 2012-Q-15097 and is issued as Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular<. The CDC intends to award a contract on a sole source basis to the Field Museum of Natural History in Chicago, Illinois. DESCRIPTION of the requirement is pasted below. STATEMENT OF WORK Title of Project: Wildlife Sampling to Inform Modeling Studies in the Greater Congo Basin C.1 Background and Need - According to the World Health Organization, new infectious diseases have emerged at the rate of one or more per year since the 1970s. SARS, HIV, West Nile virus, Nipah, dengue hemorrhagic fever, and other diseases of zoonotic origin are well known examples of this increase in disease threats. Although certain geographic areas have been identified as likely sites for the emergence of such infectious diseases, very little is known regarding the prevalence and abundance of potentially pathogenic viruses in their native range. In order to improve surveillance and combat these diseases in the early stages, it will be necessary to further define these areas and gain knowledge regarding the natural history of likely pathogens. This knowledge can then be used to inform public health activities and more efficiently direct animal health and human health resources. Since wildlife are potential reservoirs for viruses, bacteria, and other pathogens that could infect humans, developing models of the distribution and transmission of these organisms using data from wildlife could provide insight into where zoonotic pathogens may be circulating and are thus likely to emerge. A more deliberate sampling strategy, that includes biological samples (tissues and blood) from high-risk wildlife, could test and refine current models and improve their ability to predict the emergence of new infectious diseases that could pose a major threat to human health. Since the spring of 2009, the US Agency for International Development has been providing funds to CDC to conduct activities that will inform and enhance the 5-year Emerging Pandemic Threats (EPT) Program. The One Health Office in the Division of High-Consequence Pathogens and Pathology, National Center for Emerging and Zoonotic Infectious Diseases (NCEZID) receives these funds and allocates them to division's within NCEZID that are examining various emerging zoonotic pathogens endemic to the Greater Congo Basin to assess the role of native mammals and insectivores as reservoirs. CDC scientists have identified specific species of wildlife in the Greater Congo Basin region from which biological samples would greatly enhance their modeling studies. Blood and tissue samples from these species, which include many African rodent, bat and insectivore species, are not readily available to CDC scientists and are not easily obtained. Wildlife habitats, the safety of personnel, and regulations for obtaining and transporting animal samples are among the many obstacles to collecting biological samples from wildlife for public health purposes. Furthermore, there are few organizations that can collect wildlife samples for diagnostic evaluations and the completeness of the information can be unreliable. C.2 Project Objective - The purpose of this acquisition is to procure animal and insectivore samples from the Greater Congo Basin region. The Contractor must demonstrate the following qualifications and capacities: • Has permission to work in the region from the appropriate local government authorities in the following countries: Uganda, Democratic Republic of Congo, Republic of Congo, Central African Republic, and Gabon; • Has local government approval to sample wildlife for disease surveillance in Uganda, Democratic Republic of Congo, Congo, and Gabon and is currently approved to export samples from those countries; • Employs US educated wildlife biologists with current field experience and an extensive knowledge of the ecology and taxonomy of the small mammalian fauna in the listed countries.. • Existing permits with the United States Department of Agriculture that allows the organization to import wildlife samples into the United States. It is anticipated that samples provided by this contract will be used to assess these taxa as potential reservoirs of emerging zonotic diseases in the Greater Congo Basin. C.3 Scope of Work - The vendor shall provide all labor, materials, supplies, supervision, services, and other incidentals necessary to complete the tasks outlined in the Statement of Work. They must be available for regular consultation by phone and in person (if possible) with CDC lead staff and other country-assigned project staff. C.4 Technical Requirements - During a Project Period of twelve (12) months after the contract award, the Contractor will: Provide to CDC stored or new samples from the following species: 1. African Bats of the Family Pteropodidae - minimum 190 2. Bats of the Genus Rousettus 92 3. African rodents of the Family muridae - minimum 190 4. Insectivores - minimum 50 Biological samples will be collected, labeled, handled, preserved/stored, and transported using agreed upon methods (methodology to be determined by species) and in accordance with international shipping standards. Information on samples will include, at a minimum: 1. Date and time sample was collected; 2. Location, including GPS coordinates; 3. Species identification, including sex and age class; and 4. List of other animals, including the approximate number, in close proximity to the sample animal at the time of the collection. C.5 Reporting Schedule - The Contractor will provide reports listing the type and number of samples provided. A final report listing the total number of samples provided will be due 30 days after the contract end date. C.6 Special Considerations - Should unforeseen circumstances affect the Contractor's access to animals listed in this SOW or their ability to obtain the minimum number of samples from a species, the Contractor will notify CDC and propose alternate species. The Contractor must be willing to collaborate on papers, publications, and/or presentations based on the research conducted on the samples provided through this contract.
