Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) intends to award a Sole Source Requirement to The University of Rhode Island. The Contractor shall provide services to investigate new submarine periscope head window water shedding technologies with a goal of obtaining a coating or treatment that will provide swift and complete water shedding along with excellent optical performance. This is a continuation of services performed by the University of Rhode Island under a prior BAA via task order awards. The University of Rhode Island is the only vendor with the specialized knowledge, experience, and equipment required to successfully perform. Over the course of the last five years, test protocols were jointly developed and equipment was built for testing required. The methods, procedures and apparatus were jointly disclosed for a United States patent. The University of Rhode Island holds proprietary rights to the test apparatus developed during this project and to engage another contractor would require a lengthy, expensive investment to come up to speed on the field of expertise and the knowledge of the developments and results from the previous contract. T he proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. An unpriced purchase order is anticipated. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. In accordance with FAR 5.203(a) solicitation N66604-12-Q-3271 will be issued at least 15 days after the date of this notice of proposed contract action.
