- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-60. Simplified Acquisition Procedures will be used for this procurement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis, NAICS code 334516, is to notify Contractors that the Government intends to issue an award for the following specifications. This requirement is unrestricted and all vendors may quote. Prospective Offerors are responsible for downloading the solicitation and any amendments. It is the Offeror's responsibility to monitor the Federal Business Opportunity (FedBizOpps) website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Quotation (RFQ) 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Dana Rae Graham, Contract Specialist, with copy Andrea Parekh, Contracting Officer. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. The Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biochemical Science Division in Gaithersburg, Maryland has a project that develops standards for the counting of protein aggregates and similar particles found in protein drugs. Recently, the industry has begun to use flow cytometers in which the test sample is dyed by a fluorescent tag, and the fluorescence of individual particles is measured and reported, along with simultaneous measurements of optical scattering. Flow cytometers are available with a wide range of specifications, from basic models with one excitation laser and only two fluorescence detectors (termed channels), up to very expensive models with four lasers and 20 detectors. For the present application, our requirement for the number of fluorescent channels is modest, but the sensitivity specification for scattered light is demanding. The Contractor shall provide one (1) flow cytometer system. The Government's minimum technical specifications are provided below. 1.0 Hardware The hardware shall consist of an automated, computer controlled flow cytometer, complete with necessary fluidics systems, light sources, scattering and fluorescence detectors, a computer and hard drive for operating the system and storing data, and necessary cables and fittings to interface between these components. The specifications define this unit to be a flow cytometer system with: • System to be supplied with two laser excitation sources (blue, wavelength 488 nm, and red, wavelength 638 nm), with capability for future addition of near UV laser (wavelength 320 to 360 nm). Addition of UV laser shall not require return of instrument to vendor. • System shall include detectors for both forward and side scattering of light. • Event acquisition rate of 10,000 per second or better. • Dynamic range of electronics to be 4 decades or better. • System to have at least four fluorescence detection channels, at wavelengths 660, 615, 580, and 520 nm, (variation in center wavelength of +/-10 nm allowable). • Scattering sensitivity sufficient to allow detection of 0.2 micrometer polystyrene latex beads. • Coefficient of variation for counts of fluorescent beads to be less than 4%. • Fluorescence sensitivity of better than or equal to 100 molecules of FITC equivalent soluble fluorochrome (MESF-FITC). 2.0 Software • The purchase shall include software for data acquisition and automatic fluorescence and scattering intensity analysis, with industry-norm capabilities for instrument calibration and gating. • Data shall be exportable using industry standard data structures (i.e., FCS 3.0 or higher) 3.0 Warranty The Seller warrants that the flow cytometer system will correspond with its specification at the time of delivery and will be free from defects in material and workmanship for a period of at least 12 months from the date of acceptance by the Government. 4.0 Installation and Training Installation The system shall be installed by the Contractor and meet contract specifications no later than 30 days after receipt of the system at NIST, Gaithersburg. Installation, at a minimum, shall include uncrating/un-packaging of all equipment, set-up and hook-up of the system, demonstration of all specifications, validation, testing and removal of trash. Onsite installation and demonstration shall be done at NIST, Gaithersburg, MD. Training The contractor shall conduct one (1) training session for up to three (3) users at NIST. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. Training should ensure the operators are able to generate a calibration curve and determine the concentration of a single-blind reference sample to within + 20% of the known concentration. The training may be completed at NIST immediately after installation/set-up and on-site measurements demonstrating that no damage or misalignment issues arose during transportation and installation, but shall be completed no later than 30 days after installation. 5.0 Delivery All components shall be delivered no later than eighty (80) days from award. 6.0 Line Items 0001: One (1) Flow Cytometer System which includes an operation manual. 0002: Training 0003: Installation Freight/Shipping Charges: Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor will have the cytometer system delivered to NIST, Building 221, Room B329, Stop 8362, Gaithersburg, MD 20899-8362. EVALUATION AND AWARD: Award: The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results as lowest price and technically acceptable. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
